This is a Division C Bid Document package from the City of Long Beach, Department of Public Works, for the Alamitos Bay Entrance Channel Dredging and Beach Nourishment Project (Plans and Specifications No. R-7246). The project involves maintenance dredging to -18 feet MLLW plus 1 foot of payable overdredge, transport and discharge of dredged material at the Beach Nourishment Area, and grading and earthwork at the beach nourishment site. The Notice Inviting Bids was issued with a mandatory virtual pre-bid meeting, an optional job site walkthrough scheduled for July 29, 2025, and a bid opening date of September 4, 2025, at 12:00 p.m. Manson Construction Co. submitted the bid as the prime contractor. The basis of comparison to determine the low bid is the BASE BID total plus BID ADDITIVE 1 total. The contract is awarded to a single contractor and includes provisions for contract award and execution of all necessary bonds and documents within 15 calendar days of delivery.
The Base Bid totals $13,263,000.00 and covers mobilization/demobilization ($1,200,000), environmental controls ($68,000), surveys for dredging and beach nourishment ($232,000 and $320,000 respectively), maintenance dredging of 287,000 cubic yards at $39 per cubic yard ($11,193,000), and debris removal and disposal ($250,000). Bid Additive 1, totaling $768,000.00, covers an additional 128,000 cubic yards of payable maintenance dredging at $6.00 per cubic yard with a range of 0 to 128,000 cubic yards at the contractor's unit price rate. The City reserves the right to award bid additives at any quantity within the stated ranges up to the maximum estimated quantity. Manson Construction Co. is a Washington corporation with 62 years in business as a licensed contractor and 28 years under its present name. The contractor provided evidence of site examination on July 29, 2025, and submitted required certifications including workers' compensation insurance, equipment specifications, subcontractor information (Woolpert Inc. for survey services at $220,000 and OST Trucks and Cranes for trucking at $85,000), and compliance documentation for federal debarment, Equal Benefits Ordinance, and Iran Contracting Act requirements.

Alamitos Bay Entrance Channel Dredging – Project Approach Memorandum (PAM) Bid Submittal
In accordance with Technical Specification Section 01 33 00 Submittal Procedures, Paragraph 1.02 C., Manson herein provides a Project Approach Memorandum. Please note that our bid price currently reflects the specified working schedule restriction, which is not optimal for our operation. Additionally, our price is reflective of other restrictions specified that, if the City of Long Beach is open to discussions and negotiations around these terms, could be substantially more cost-effective.
General approach to how the Contractor intends to implement the Work
Manson Construction Co. (Manson) will dredge the Alamitos Bay Entrance Channel and discharge the dredged material for beach nourishment at the adjacent Peninsula Beach placement site. Manson will use the 10,000-horsepower hydraulic cutter suction dredge H.R. Morris, which has a 27” diameter discharge pipe. The H.R. Morris will be supported by the dredge tenders Cub and Pup, which mainly function to move dredge anchors at the direction of the leverman as the dredge advances. Manson is a proud Union contractor. The manning on the beach and dredge is from the International Union of Operating Engineers Local 12, and the dredge tender captains belong to the Inland Boatmen’s Union of the Pacific. Dredging will proceed Monday through Friday, from 7 am to 4 pm until completion. The dredge will monitor VHF channel 16 and use working channel 67 for all operations. A local notice to mariners will be sent out informing all vessels of the operation and how to contact the dredge. All landside construction will follow all applicable laws governed by the local authority.
Manson will set up a temporary office trailer at the designated staging area as shown in the plans. This area will be fenced off with chain link fencing. All equipment will be kept in this area and will be locked during non-work hours. Manson will establish a heavy equipment corridor for the safety of the public, and fencing will be used to keep the public away from heavy equipment. All heavy equipment will be escorted by ATV and pick up trucks through the acceptable existing beach access and will follow the accepted corridor. Dredge pipe for placement will be loaded and unloaded at the staging area using a Tier 4 972M Caterpillar loader and, as needed for advancing down the fill site, pipe will be transported via loader from the staging area to the discharge location.
Crew change and parking will take place at the Harbor Patrol Dock or at a location as agreed upon with the Owner. Crew change will be done using the dredge tenders Cub and Pup. The support crane, derrick barge Freya, will be spudded down at an agreed upon location. Dredge float hose will be anchored near the western jetty when not in use. The pipeline will be illuminated with flashing amber lights. While in use by the dredge, float hose will be illuminated according to 33 CFR 88.15 and will be anchored to the western side of the channel as much as is practicable.
General list of the means, methods, procedures, and equipment to be used for dredging, transporting, placing, and grading sediments in the Beach Nourishment Area
• The H.R. Morris will hydraulically dredge the Alamitos Bay Entrance Channel. The dredge will pump sediment through its 27” discharge pipeline to transport the material to the contract-specified beach fill areas. Dredging will commence at the northernmost section of EC-DU1 and proceed outbound, placing material nearest to the north jetty. The dredge will work to the end of the dredge prism, ensuring material was taken down to grade. After EC- DU1 is cleaned to acceptable levels, Manson will move the dredge to the inside of the channel, just south of the landing near the lifeguard station, and continue dredging outbound. After that area is completed, the dredge will turn 180° and work its way inbound to dredge the remainder of the contract dredge prism to grade. The H.R.
Morris will dredge the channel in a single 300’ wide pass, accommodating for traffic as it swings.
• The dredge H.R. Morris is equipped with DredgePack and RTK systems to ensure precise positioning. In addition to the survey requirements provided in Section 01 71 23 Construction Surveying, Manson will perform daily in-house hydrographic surveys for the duration of the project to ensure that the desired dredging depth is obtained.
• The H.R. Morris uses 27” ID pipeline to transport the dredge slurry. The pipe is connected to the back of the dredge and consists of a combination of float hose and steel pipe on pontoons. The shore pipeline will start on the eastern section of the fill area, transitioning from the float hose to the shore pipe, and work its way west. The dredge pipe landing, connecting the pipe in the water with the pipe on land, will be located around 50’ seaward of the lifeguard station. A combination of steel and HDPE shore pipe will be used to advance down the fill site.
Manson will place temporary fencing around all immediate beach activities and close off sections where the public would be in danger from beach nourishment activities. Manson will work closely with the lifeguards to ensure that they have complete access to sections of the beach where the public will be. Approximately every 300’, Manson will build ramps over the shore pipe with adjacent material for lifeguard vehicles to drive over.
• Manson will work west along the beach, making passes leaving the top section at approximately +10’ MLLW elevation. When the western extent of the fill is reached, Manson will break back and make another pass if available material allows. Dikes may be built during daylight hours as needed to manage the fill. The fill crew will grade the site using two Tier 4 Caterpillar D8 bulldozers and a laser level to perform elevation checks as they progress the fill. The benchmarks will be provided and verified using our RTK systems. Different techniques may be used based on production and weather conditions. Manson assumes it will take one to two passes working east to west to complete the project, leaving the most uniform beach.
• During dredging and placement operations, Manson will take note of debris and trash in material that is placed on the beach. Due to the restrictions on the dredge, it is not anticipated that an excess of debris will be seen on the discharge end. Debris encountered at the dredge site will be stored in skip boxes, moved to shore, and disposed of in appropriate receptacles. If an excess amount of trash is observed, Manson will notify the Contracting Officer and discuss a means to remove the debris and trash.
• Please see Attachment 1 for jobsite layout and equipment schematics.
