This is an addendum issued by the City of Long Beach Department of Public Works to Specification R-7246 for the Alamitos Bay Entrance Channel Dredging project, a maintenance dredging operation involving the Regional Water Quality Control Board, U.S. Army Corps of Engineers, and California Coastal Commission. The work consists primarily of dredging the Alamitos Bay Entrance Channel to maintain navigable vessel draft depths and to replenish the Beach Nourishment Area on Peninsula Beach. The project includes mobilization/demobilization, environmental controls, dredging surveys, beach nourishment surveys, maintenance dredging to -18 feet MLLW plus 1 foot of payable overdredge with transport and discharge at the Beach Nourishment Area, and grading and earthwork. A mandatory pre-bid conference is scheduled for Tuesday, July 29, 2025 at 11:00 a.m. via Zoom, with an optional job-site walk-through at the same date and time at the 72nd Place Parking Lot (7203 E Ocean Boulevard, Long Beach, CA 90803). Bids will be accepted until 12:00 p.m. on Thursday, August 21, 2025 through the City's online portal. The base bid includes maintenance dredging of 287,000 cubic yards, while Bid Additive 1 includes additional dredging volume of up to 128,000 cubic yards, debris removal of 100 tons with an additional ton option, and mobilization/demobilization for debris removal equipment.
Bidders must submit bid security of not less than 10 percent of the bid amount and possess a valid California Class A Contractor license at time of contract award. The City will retain bid security until contract execution. The project is subject to a citywide Project Labor Agreement covering labor relations and prevailing wage requirements in accordance with California Labor Code Section 1720 et seq., with the 2025-1 prevailing wage rate applied. Contractors must be registered with the Department of Industrial Relations, and certified payroll records must be submitted electronically to the City. The contract requires corporate surety bonds for faithful performance and payment of labor and material claims, both at 100 percent of contract price. All contractors and subcontractors are subject to California Labor Code penalties for non-compliance, including sections addressing prevailing wages, payroll records, and apprenticeship employment for contracts over $30,000. Contact regarding the work should be directed to Michael Lau at the City's Project Management Bureau.
