The procurement is federally funded through the Emergency Management Performance Grant (EMPG) program administered by the Florida Department of Emergency Management with FEMA oversight, requiring compliance with federal regulations including Build America, Buy America Act domestic preference requirements and 2 CFR Part 200 regulations. No specific set-asides for disadvantaged enterprises or organizational restrictions are identified in the procurement documents. The budget ceiling for this procurement is $16,000.00 in available EMPG funds, with the Independent Cost Estimate establishing an average estimated cost of $11,859.97 for two units based on pricing from three commercial vendors ranging from $10,094.74 to $13,618.00.
