About this file
This file is an email correspondence regarding insurance requirements for Collier County, Florida's informal Quick Quote procurement for the purchase of two misting fans/coolers for emergency management operations. The procurement seeks to acquire two units to supplement the county's existing fleet of two misting fans and expand capabilities for providing temperature control during planned events, unplanned outages, and disaster operations. The units must meet specific technical specifications including a width of 25-30 inches, maximum height of 75 inches, 110V AC power at 15 amperes, 20-25 inch blade diameter, minimum 28,000 BtuH cooling capacity, minimum 8,500 cfm airflow, and minimum 80-gallon tank capacity with integrated wheels and a minimum 25-foot power cord. Quotes were required to be submitted electronically through the Collier County Procurement Services Division Online Bidding System by February 20, 2026 at 3:00 p.m., with the deadline for submitting questions set for February 16, 2026 at 5:00 p.m. Delivery must occur to the Emergency Services Center at 8075 Lely Cultural Parkway, Naples, Florida during normal business hours on an FOB destination basis.
The procurement establishes a budget ceiling of $16,000.00 in Emergency Management Performance Grant (FEMA/EMPG) funding, with an independent cost estimate averaging $11,859.97 for two units based on commercial vendor pricing. The award will be made to the responsive vendor submitting the lowest quote, with pricing required to remain firm through the fiscal year ending September 30th. Key insurance requirements include Worker's Compensation coverage at statutory limits, with Collier County named as additional insured on all certificates. The county will accept proposals without commercial general liability insurance if the vendor utilizes a third-party shipper for delivery. Vendors must comply with federal requirements including Build America, Buy America Act domestic preference requirements and 2 CFR Part 200 regulations, and must provide evidence of Florida Certificate of Authority to Conduct Business, E-Verify enrollment, and appropriate W-9 documentation. This is a one-time acquisition governed by Collier County's standard purchase order terms and conditions.

Hello Kristofer, Per our conversation if the vendor you are purchasing the misting fans from uses a third party to ship the item you can proceed without insurance.
Let me know if anything in the scope changes.

Misting Coolers
1. Purpose
The purpose of these two (2) misting fans is to provide temperature control within enclosed or tented spaces during planned events, unplanned outages, and disaster operations. These units supplement our existing fleet of two (2) fans and will expand our capability to support simultaneous operations at large sites or separate locations. The additional units enhance our ability to provide heat mitigation for shelters, responder rehabilitation areas, and public cooling sites.
2. Intended Use
In normal operations, these units can provide temporary cooling for work areas that have lost air conditioning. At planned events, they may be used inside cooling tents or shaded areas for public comfort.
During disaster operations, the units can support temperature reduction inside evacuation shelters before landfall, assist with cooling if A/C systems fail during an event, and provide post-storm cooling sites for the public. The units would be expected to reduce air temperature in spaces up to a minimum 3,000 square feet.
3. Operational Requirements
These misting coolers need to be mobile and be repositioned as needed. They must be able to use standard 110V/15A electrical circuit and water supplied through the onboard tank (or an external supply if available). Units must be able to operate in indoor, tented spaces, or shaded outdoor areas effectively.
4. Justification
By adding these two units to our existing inventory of two, Emergency Management will increase its capability to provide cooling support at multiple shelters, responder sites, or community cooling locations. After major incidents, numerous areas may require heat mitigation, and these units will enhance our ability to protect residents and responders during high-heat conditions.
5. Deployment and Storage
These units will be maintained and stored by Emergency Management at the Emergency Services Center and deployed by internal staff or personnel working under Emergency Management. Other departments, divisions, or public safety partners may request use of the units when operationally appropriate. If a unit is assigned outside the department, it will be issued via hand receipt, tracked by asset or serial number, and included in quarterly inventory checks.
6. Specifications
Width: Minimum 25-30 inches Height: Max 75 inches Power Cord Length: Minimum 25 ft Voltage: 110V AC Current: 15 A Blade Diameter: 20 to 25 inches Cooling Capacity: Minimum 28,000 BtuH Airflow: Minimum 8,500 cfm Minimum Average Coverage Area: 60 sq ft Maximum Average Coverage Area: 3,500 sq ft Tank Capacity: Minimum 80 Gal Plug Type: NEMA 5-15P (standard grounded plug) Safety Features: GFCI-protected cord or circuit required for operation Mobility: Integrated wheels with locking mechanism; built-in handle for transport Warranty: Standard manufacturer’s warranty (minimum 1-year parts and labor)
7. Delivery
Units are to be delivered to Emergency Management at the Emergency Service Center, 8075 Lely Cultural Pkwy, Naples, FL 34113. Delivery must occur during normal business hours, with inspection upon receipt.
