About this opportunity
The Colorado General Assembly is soliciting proposals under RFP-MAAA-NK-26-001 for Class 1 legislative printing services, with written inquiries due November 3, 2026 and proposals due November 16, 2026 at 12:00 p.m. Mountain Time. Eligibility turns on three mandatory requirements rather than a set-aside: at least five consecutive years of high-volume, deadline-critical document production for government clients; an established, fully operational production facility in the Denver Metropolitan Area with secure same-day hand-delivery to the Colorado State Capitol; and infrastructure to ingest and output high-resolution PDF and PDF/X files without degradation. The State retains authority to waive non-material mandatory requirements. Service-Disabled Veteran-Owned Small Business offerors must submit U.S. Small Business Administration certification and be incorporated or organized in Colorado or maintain a Colorado place of business.
The scope covers bills, concurrent resolutions, daily House and Senate calendars, and daily House and Senate journals, printed duplex on 20-pound white recycled paper with a minimum 30 percent post-consumer waste content. Output must match WordPerfect 2021 source formatting and HP Universal Printing PS version 6.5.0. Delivery is due by 6:30 a.m. the following legislative day, with expedited same-day delivery as directed by the Chief Clerk of the House or Secretary of the Senate. Work extends to overnight, weekend, and legal-holiday production during regular sessions and any extraordinary sessions. Offerors must maintain two identically configured production-class digital presses rated at 110 or more pages per minute with automatic duplexing, backed by UPS and generator power, along with a hardware digital front end and finishing equipment. Specifications are non-proprietary and mandate no brand or model. Offerors must also submit an equipment maintenance assurance form with guaranteed emergency response times and a failover protocol.
The anticipated budget shall not exceed $141,000 for January through June 2027, $179,500 for July 2027 through June 2028, and $359,000 for July 2028 through June 2030, with the annual amount for the final period to be determined during negotiations. The initial term runs January 1, 2027 through December 31, 2028, with discretionary extensions through 2030. Delivery points are the Senate Chamber, House Chamber, and Print Shop Courier. Offerors must disclose any performance or subcontracting outside Colorado or the United States, with justification. Pricing is unit-based per impression, using estimated volumes of 3,152,576 bill and resolution impressions, 705,408 House calendar impressions, 725,448 Senate calendar impressions, 538,860 House journal impressions, and 365,412 Senate journal impressions. Proposed pricing must remain firm for the initial term and include all associated fees such as shipping. Blank pages are non-billable.
Proposals will be evaluated on experience and technical capabilities, accessibility requirements, and deliverables cost, with no weighting stated. Accessibility compliance requires C.R.S. 24-85-101 et seq. and WCAG 2.1 Level AA. State responses to inquiries publish November 5, 2026, and the estimated intent-to-award date is December 9, 2026. Proof of Colorado Secretary of State good standing and an insurance certificate are required before contract execution. The State may conduct discussions or request best and final offers from responsible offerors reasonably susceptible to award.
