About this file
Summary
This is a Scope of Work document for RFP-MAAA-NK-26-001, a printing services contract for the Colorado General Assembly (House and Senate). The contract encompasses five primary items: (1) up to 124 copies of introduced bills and up to 116 copies of concurrent resolutions, totaling approximately 3,152,576 impressions over the 2027-2028 biennium; (2) up to 334 copies of daily House calendars totaling 705,408 impressions; (3) 362 copies of daily Senate calendars totaling 725,448 impressions; (4) up to 70 copies of daily House journals totaling 538,860 impressions; and (5) up to 74 copies of daily Senate journals totaling 365,412 impressions for base distribution, with an additional 14,814 impressions available for post-session copies. All products must be printed on 20-pound white recycled paper containing minimum 30 percent post-consumer waste, using camera-ready or xerographic duplication methods, and match exact formatting specifications of the General Assembly's current software (WordPerfect 2021 and HP Universal Printing PS version 6.5.0). Delivery is required no later than 6:30 a.m. the first legislative day following receipt, with expedited same-day delivery required as directed by the Chief Clerk of the House or Secretary of the Senate. The contract term covers the 2027-2028 biennium, with regular legislative sessions expected from January 11 through May 10, 2027, and January 12 through May 10, 2028, though the General Assembly may convene extraordinary sessions and may meet on legal holidays, weekends, and outside regular business hours.
The contractor must maintain close liaison with the Chief Clerk of the House and Secretary of the Senate during all legislative sessions and be prepared to work overnight, on legal holidays, and weekends to meet delivery deadlines. Products must be delivered directly to three designated locations—Senate Chamber, House Chamber, and Print Shop Courier—in strict accordance with specified distribution counts detailed in Exhibit D, with each delivery box clearly labeled with the destination and a manifest of contents. The General Assembly anticipates approximately 200 pre-filed bills for the 2027 session (1,500-2,000 original pages) and approximately 650 bills introduced during the 2027 session, with approximately 700 bills expected in the 2028 session. The anticipated volume of bills increases significantly in late March when the long appropriations bill (600-700 pages) and supplemental appropriations bills (400 pages) are introduced. No blank pages shall be charged to the General Assembly, and the House and Senate reserve the right to reduce the number of daily copies upon notice to the Principal Representative.

EXHIBIT A - SCOPE OF WORK
RFP-MAAA-NK-26-001
1. Item Requirements. Offeror must provide the following; however, the House and the Senate reserve the right to reduce the number of daily copies upon notice to the Principal Representative for Offeror.
a. Item #1: Bills and Concurrent Resolutions
Up to 124 copies of each original page for Introduced Bills and up to 116 copies of each original page for Concurrent Resolutions (averaging approximately 12,712 original pages combined per year), for a maximum evaluated volume of 3,152,576 impressions for the
2027-2028 biennium. The House and Senate may order fewer copies in accordance with
Exhibit D – Legislative Distribution List.
b. Item #2: Daily House of Representatives Calendars
Up to 334 copies of approximately 1,056 original pages of calendars per year (Camera-

c. Item #3: Daily Senate Calendars
362 copies of approximately 1,002 original pages of calendars per year (Camera-Ready)
(Senate 8 ½" x 11"), for a total of 725,448 for the 2027-2028 biennium. The Senate may order fewer copies.
d. Item #4: Daily House Journals
Up to 70 copies of approximately 3,849 original pages of Daily Journals per year (Camera-
Ready) (House 8 ½" x 11"), for a total of 538,860 for the 2027-2028 biennium. The House may order fewer copies.
e. Item #5: Daily Senate Journals
Up to 74 daily copies per session day, for a base contract evaluated volume of 365,412 impressions for the 2027–2028 biennium (based on approximately 2,469 original pages of
Daily Journals per year, Camera-Ready, Senate 8 ½" x 11"). Up to 3 post-session copies
(approximately 14,814 impressions per biennium) may be ordered separately by the
Secretary of the Senate and shall be billed at the Unit Price Per Additional Impression
(Attachment 3, Column G). The Senate may order fewer copies.
2. Item Specifications. The format of any printed product MUST match EXACTLY the document formatting of the original printed version as created using the General Assembly's then current software and printer driver (currently Word Perfect 2021 and HP Universal Printing PS (version
6.5.0)). Such formatting may include, but is not limited to, line numbering and line content (words beginning and ending each line); page number and page content (words beginning and ending each page); underscoring; shading; stricken type; and all caps fonts.
a. Item #1: Bills and Concurrent Resolutions
i. Quantity: Up to 124 copies of each original page for Introduced Bills and up to 116 copies of each original page for Concurrent Resolutions (approximately 12,712 original pages combined per year), and such additional copies as may be requested later in accordance with Exhibit D – Legislative Distribution List.
ii. Duplicating method: Camera-Ready, photo offset or xerographic duplicating.
iii. Delivered product: Delivered product must be printed on 20# white recycled paper or the equivalent (which must contain a minimum of 30% post-consumer waste), printed front and back, collated, trim single sheet size 8 ½" x 11" corner stapled, standard 3/8" 3-hole punch.
iv. Time of completion/delivery: Offeror shall complete and deliver copies no later than
6:30 a.m. on the first legislative day after receipt.
v. Blank Pages: Offeror shall not charge for Blank Pages.
vi. Exceptions: Exceptions to the aforementioned are:
1. In the case of the long appropriations bill, a minimum of less than 124 copies may be set by the Chief Clerk of the House of Representatives or the Secretary of the Senate (usually about 600 to 700 original pages comprise such bill) to be bound using a three-inch ring or other method approved by the Chief Clerk of the
House or the Secretary of the Senate, completed, and returned on the second legislative day after receipt; and
2. If deemed necessary by the Chief Clerk of the House of Representatives or the
Secretary of the Senate, or their designees, an exception to the requirement of at least 124 copies may be requested in the case of supplemental appropriation bills and any other bill consisting of more than 100 original pages. In those cases, the minimum number of copies must be set by the Chief Clerk of the House of
Representatives or the Secretary of the Senate, or their designees.
3. If deemed necessary by the Chief Clerk of the House of Representatives or the
Secretary of the Senate, or their designees, the Offeror shall provide same-legislative day completion and delivery of specified documents on an expedited schedule as required by the Chief Clerk of the House of Representatives or the
Secretary of the Senate, or their designees. Documents will be provided to the
Offeror as they are completed and may be delivered at any time of day. Because legislative business cannot continue until copies are received, the Offeror may be required to work overnight, on legal holidays, or on weekends to meet the required schedule. For example, documents may be provided to the Offeror after midnight on a legislative day and must still be delivered no later than 6:30 a.m.
that same legislative day.
vii. Pre-filed and preprinted bills and concurrent resolutions (House and Senate):
Bills and concurrent resolutions filed prior to the convening of the General Assembly are subject to the same specifications and requirements as above; delivered no later than five (5) Business Days after electronic delivery of copy to Offeror; provided, however, that for all pre-filed bills and resolutions transmitted immediately prior to the start of session (including those sent on January 7th or 8th, 2027), delivery must be completed no later than 6:30 a.m. on the convening date of the General Assembly
(January 11, 2027), notwithstanding the 5-business-day provision.
b. Item #2: Daily House of Representatives Calendars
i. Quantity: Up to 334 copies of each original House calendar page (approximately
1,056 original pages per year).
ii. Duplicating method: Camera-Ready, photo offset or xerographic duplicating.
iii. Delivered product: Delivered product must be reduced and printed on 20# white recycled paper or the equivalent, printed front and back, collated, trim single sheet size 8½" x 11" (corner staples), or 11" x 17" center fold, standard 3/8" 3-hole punch.
iv. Time of completion/delivery: Offeror shall complete and deliver copies no later than
6:30 a.m. on the first legislative day after receipt.
v. Blank Pages: Offeror shall not charge for Blank Pages.
vi. Exceptions: Exceptions to the aforementioned are:
1. If deemed necessary by the Chief Clerk of the House of Representatives, or their designee, the Offeror shall provide same-legislative day completion and delivery of specified documents on an expedited schedule as required by the Chief Clerk of the House of Representatives or their designee.
2. Documents will be provided to the Offeror as they are completed and may be delivered at any time of day. Because legislative business cannot continue until copies are received, the Offeror may be required to work overnight, on legal holidays, or on weekends to meet the required schedule. For example, documents may be provided to the Offeror after midnight on a legislative day and must still be delivered no later than 6:30 a.m. that same legislative day.
c. Item #3: Daily Senate Calendars
i. Quantity: Up to 362 copies of each original Senate calendar page (approximately
1,002 original pages per year).

2. Documents will be provided to the Offeror as they are completed and may be delivered at any time of day. Because legislative business cannot continue until copies are received, the Offeror may be required to work overnight, on legal holidays, or on weekends to meet the required schedule. For example, documents may be provided to the Offeror after midnight on a legislative day and must still be delivered no later than 6:30 a.m. that same legislative day.
d. Item #4: Daily House Journals
i. Quantity: Up to 70 copies of each original daily House of Representatives journal page (approximately 3,849 original pages per year).
ii. Duplicating method: Camera-Ready, photo offset or xerographic duplicating.
iii. Delivered product: Regular Journal pages must be reduced and printed on 20# white recycled paper or the equivalent, printed front and back, collated, trim single sheet size 8 ½" x 11" (corner staples), standard 3/8" 3-hole punch.
iv. Time of completion/delivery: Offeror shall complete and deliver copies no later than
6:30 a.m. on the first legislative day after receipt.
v. Blank Pages: Offeror shall not charge for Blank Pages.

3. Up to 3 of the 70 total copies specified above must be delivered after the legislative session ends as specified by the Chief Clerk of the House of
Representatives, or their designee. These copies are included within the evaluated base volume of 538,860 impressions for the biennium and are not billed as additional impressions.
e. Item #5: Daily Senate Journals
i. Quantity: Up to 74 daily copies of each original daily Senate journal page
(approximately 2,469 original pages per year) for base daily session distribution.
ii. Duplicating method: Camera-Ready, photo offset or xerographic duplicating.

3. Up to 3 post-session copies (approximately 14,814 impressions per biennium) may be ordered and delivered after the legislative session ends as specified by the Secretary of the Senate, or their designee. These post-session copies are not included in the base evaluated volume and will be compensated pursuant to the
Offeror’s Unit Price Per Additional Impression (Attachment 3, Column G).
3. Pick up, Delivery, and Communication Requirements
a. The General Assembly shall provide all original documents to be copied to Offeror electronically using a method mutually agreed to by the parties.
b. Packaging, Segregation, and Agency Distribution Requirements
i. Recipient Entities: Offeror shall package and deliver copies of bills, concurrent resolutions, daily calendars, and daily journals directly to the following designated delivery locations as specified in Exhibit D – Legislative Distribution List: (1)
Senate Chamber, (2) House Chamber, (3) Print Shop Courier. (Secondary distribution to individual legislative offices—including Senate Assignables, House
Assignables, Bill Room, Legislative Council Annex, Legislative Council Resource
Center, Office of Legislative Legal Services, and the Joint Budget Committee—is handled internally via the Print Shop Courier delivery drop point).
ii. Delivery Allocation and Distribution Counts: Offeror shall package and deliver quantities to each location in strict accordance with Exhibit D – Legislative Distribution List:
1. Introduced Bills (124 total copies): Senate Chamber (36 copies), House
Chamber (75 copies), Print Shop Courier (13 copies).
2. Concurrent Resolutions (116 total copies): Senate Chamber (36 copies), House Chamber (75 copies), Print Shop Courier (5 copies).
3. Daily House Calendars (334 total copies): Senate Chamber (85 copies), House Chamber (146 copies), Print Shop Courier (103 copies).

iii. Packaging, Boxing, and Segregation: A separate box is not required for each individual bill or deliverable per delivery location. Multiple distinct bills, concurrent resolutions, journals, and calendars destined for the same delivery location may be consolidated within the same carton or box, provided that each document title/number is visibly divided or offset with colored paper dividers, slip sheets, or distinct cover sheets between documents. The exterior of each box must be clearly labeled with the destination location name (Senate Chamber Rm 253, House
Chamber Rm 234, or Print Shop Courier Rm 006) and a complete manifest of the enclosed contents, including document types, bill/resolution numbers, and copy counts.
iv. Offeror shall deliver printing of copy provided electronically by 6:30 a.m. the next legislative day; except that if deemed necessary by the Chief Clerk of the House of
Representatives or the Secretary of the Senate, or their designees, the Offeror shall provide same-legislative day completion and delivery of specified documents on an expedited schedule as required by the Chief Clerk of the House of Representatives or the Secretary of the Senate, or their designees. Documents will be provided to the
Offeror as they are completed and may be delivered at any time of day. Because legislative business cannot continue until copies are received, the Offeror may be required to work overnight, on legal holidays, or on weekends to meet the required schedule. For example, documents may be provided to the Offeror after midnight on a legislative day and must still be delivered no later than 6:30 a.m. that same legislative day.
v. Successful performance of the Contract requires close liaison and communication every day during Legislative sessions with the Chief Clerk of the House of
Representatives and the Secretary of the Senate, or their designees.
4. Workflow Requirement and Turnaround Time. The General Assembly recognizes that the printing demands of the General Assembly are extraordinary and irregular. The General
Assembly's requirements create demand peaks and dry spells that affect Offeror's staffing processes. Legislative deadlines greatly influence the workflow of the General Assembly. Printing of bills is extremely heavy in each house on the days near to or on the "Introduction of Bills" deadlines. Demand for introduced bills is immediate by committees and the public. Calendar and
Journal page requirements will increase on days when the House and Senate deadlines require legislators to refer bills out of committee or hear bills on final reading.
a. General Assembly Requirements
i. Pre-filed bills:
1. Before the convening of each Regular Session of the General Assembly, printing of pre-filed bills and concurrent resolutions is required to be completed and delivered no later than five Business Days after delivery of copy to Offeror;
except that for pre-filed bills provided immediately prior to the start of session
(such as those transmitted January 7th or 8th, 2027), delivery must be completed no later than 6:30 a.m. on the convening date of the General Assembly (January
11, 2027).
2. Between the Effective Date of the contract and the time the 2027 session is convened, the General Assembly anticipates that approximately 200 bills will require preprinting for the 2027 session. Although it is impossible to accurately forecast the number of original pages of bills which will actually be pre-filed for preprinting, this is approximately 1,500 to 2,000 original pages of bills. Details are found in Section 2, Item Specifications.
3. Similar printing requirements are anticipated between one year from the Effective
Date of the contract and the date on which the 2028 session is convened, although fewer copies per page may be required.
ii. Regular bills: The required number of copies of all bills introduced after the convening of the session must be delivered no later than the first legislative day following receipt of the bill.
iii. Total bills:
1. Based on past experience in odd-numbered years, the General Assembly expects that there will be approximately 650 bills introduced in the 2027 session, most of which will either be preprinted or introduced during the months of
January and February.
2. In late March of each year, the long appropriations bill of approximately 600 to
700 original pages will be introduced. At the same time, supplemental appropriations bills containing an additional 400 original pages may be introduced.
3. Past experience has demonstrated that more bills tend to be introduced in even-numbered years than in odd-numbered years. It is reasonable to expect that approximately 700 bills will be introduced in the 2028 session, including both preprinted and those introduced after convening.
b. House of Representatives and Senate Requirements
i. Journals
1. House and Senate daily journals will be delivered electronically to Offeror by the
House and Senate at 5:00 p.m. or later, after each house has adjourned for the day.
2. In prior years, on occasion, the House and/or the Senate have been in session until 1:00 a.m. or 2:00 a.m. the following morning. The daily journal is not prepared and transmitted to the Offeror until after the House and/or Senate adjourn for the day. The daily journals must be printed and delivered as noted in
Section 2, Item Specifications.
ii. Calendars
1. House of Representatives and Senate daily calendars are delivered electronically to Offeror by the House of Representatives and Senate at 5:00 p.m. or later, after each house has adjourned for the day.
2. In order to meet some deadlines, or in the rush to complete the session and adjourn, either the House of Representatives or Senate or both may be in session until late at night. In prior years, on occasion, the House of
Representatives and/or the Senate have been in session until 1:00 a.m. or 2:00 a.m. the following morning. The calendar is not prepared and transmitted to the
Offeror until after the House and/or Senate adjourn for the day. The calendars must be printed and delivered as noted in Section 2, Item Specifications.
5. Additional Information Regarding Timeframes
a. Expected Time Frames for Regular Legislative Session
i. The convening date of the 2027 Regular Legislative Session is January 11, 2027.

xi. In calendar years 2005-2006, there was one (1) Extraordinary Session that lasted five (5) days.
xii. In calendar years 2003-2004, there were no Extraordinary sessions.
xiii. In calendar years 2001-2002, there were three (3) Extraordinary Sessions that lasted between four (4) and twenty (20) days.
c. Legal Holidays. The General Assembly may meet on legal holidays that occur during a
Regular Legislative Session or an Extraordinary Session; for example, Martin Luther King, Jr. Day and Presidents’ Day. One house or both may convene on a Saturday or Sunday. In any event, whether a Saturday or a Sunday or a holiday, it is still a Legislative Day if either chamber convenes.
6. Bills and Concurrent Resolutions. There are 100 members of the General Assembly: 65 in the
House of Representatives, and 35 in the Senate. During each regular legislative session, each member may introduce five bills, plus any bill given late status. Members of leadership and of the
Joint Budget Committee are not subject to the bill limit. Bills which have been given late status are not subject to the following deadlines established for the introduction of bills. The deadlines may be changed by the General Assembly.
a. Bill Introduction Deadlines
During the 2027 regular session the following deadlines for the introduction of bills have been established. Printing of bills is ordered upon their introduction.
1. January 11, 2027 - Deadline for introduction of at least one of three early bills
(approximately 200 bills). Bills will be sent to awarded Offeror by January 7th or 8th and shall be due no later than January 11, 2027, by 6:30 a.m.
2. January 22, 2027 - Deadline for introduction of two remaining early Senate bills
(approximately 70 bills).
3. January 29, 2027 - Deadline for introduction of two remaining early House bills
(approximately 130 bills).
4. February 5, 2027 - Deadline for introduction of all other Senate bills including interim committee bills (approximately 70 bills).
5. February 12, 2027 - Deadline for introduction of all other House Bills including interim committee bills (approximately 130 bills).
6. March 29, 2027 - Deadline for introduction of the long appropriations bill in the Senate
(one bill of approximately 600 to 700 original pages). Traditionally, supplemental appropriations bills for the executive branch agencies are introduced the same day as the long appropriations bill (23 bills of approximately 400 pages).
If the 2028 legislative session convenes on the second Wednesday in January of 2028, it is expected that the following deadlines for the introduction of bills would be established for the 2028 regular session:
1. January 12, 2028 - Deadline for introduction of at least one of three early bills.
2. January 21, 2028 - Deadline for introduction of two remaining early Senate bills.

Note: Similar deadline schedules will be established for the 2029 and 2030 legislative sessions.
7. Concurrent resolutions. In addition to legislative bills, concurrent resolutions may be introduced.
The introduction of concurrent resolutions is not subject to the preceding bill introduction deadlines.
