About this file

This is an Equipment Maintenance Assurance and Service Level Agreement (SLA) form for RFP-MAAA-NK-26-001, a Legislative Printing Services contract. The form establishes mandatory compliance standards for the awarded offeror to maintain all primary and backup production printing engines, digital front ends, and finishing equipment in top-tier working condition throughout the contract period to prevent printing delays that would disrupt the legislative schedule. Offerors must complete all sections of this binding disclosure document and submit it with their formal proposal response; failure to demonstrate adequate maintenance procedures may result in proposal disqualification.

The form requires offerors to detail their preventive maintenance programs, including specific frequencies and scopes of scheduled maintenance for primary and backup presses. Offerors must disclose whether equipment is covered by direct Original Equipment Manufacturer (OEM) Master Service Agreements, supported by in-house OEM-certified field engineers, or serviced by a third-party provider, and must specify key spare parts and consumable kits maintained on-site. The form mandates guaranteed emergency service response times (with options ranging from one hour or less to four hours or less) for unresolvable overnight equipment failures during legislative sessions, requires a detailed failover protocol for shifting jobs to secondary backup presses within a specified timeframe, and requires offerors to confirm that equipment maintenance or repairs will not cause delays in delivering completed documents by the 6:30 AM deadline. Offerors must attest that all production equipment is maintained in strict accordance with OEM standards, is currently in excellent working condition, and will be supported by on-call or on-site technicians throughout the contract term, with equipment failure explicitly prohibited as an acceptable excuse for late delivery.

ATTACHMENT 2 - EQUIPMENT MAINTENANCE ASSURANCE & SLA FORM

RFP-MAAA-NK-26-001

1. Overview & Offeror Compliance Standard Due to the critical nature of the legislative schedule, printing delays caused by mechanical failure, poor equipment maintenance, or unserviced machinery are strictly unacceptable. The Awarded Offeror must keep all primary and backup production printing engines, digital front ends (DFEs), and finishing equipment in continuous, top-tier working condition throughout the contract period.

This form serves as a binding commitment and disclosure document. Prospective Offerors must detail their equipment maintenance schedules, service agreements, spare parts inventory, and emergency response capabilities. Failure to complete this form or demonstrate adequate maintenance procedures may result in proposal disqualification.

2. Typical Maintenance & Replacement Standards Reference For Offeror reference, commercial digital production presses operating under high-volume overnight conditions are expected to adhere to the following maintenance cycles:

· Daily / Per-Shift Operator Maintenance: Vacuuming paper dust, cleaning feed rollers, inspecting glass/sensors, and conducting test target registration runs[cite: 1.1.3, 1.2.1, 1.2.5].

· Monthly / Impression-Based Preventive Maintenance (PM): Scheduled technician servicing every 30 days or every 250,000–500,000 impressions (replacing feed belts, transfer rollers, OPC belts, cleaner blades, and lubricating mechanical gears)[cite: 1.1.1, 1.2.1].

· Wear Parts & Consumable Lifecycles: High-wear items (fuser rollers, transfer belts, feed rollers, punch dies, staple heads) replaced according to manufacturer duty cycles (typically 500,000 to 2,000,000 impressions) or immediately upon detectible wear[cite: 1.2.3].

· Major Overhauls: Annual comprehensive overhaul or replacement of major subsystem assemblies during legislative off-session periods.
