About this file

This document is a minimum equipment and capability specification attachment for RFP-MAAA-NK-26-001, Legislative Printing Services, issued by a state General Assembly. The RFP seeks an offeror capable of providing high-volume legislative printing services including Bills, Calendars, and Daily Journals with extraordinary time-sensitive delivery requirements. Offerors must possess production-grade high-speed cut-sheet digital monochrome presses rated at minimum 110+ pages per minute with automatic duplexing capability, hardware-based Digital Front End (DFE)/RIP systems supporting Adobe PostScript Level 3 and HP Universal Printing PostScript v6.5.0 drivers, and in-line/off-line finishing equipment including corner-stapling modules, 3-hole punch equipment, 11" x 17" center-folding capability, and mechanical binding systems supporting up to 3-inch-thick documents. Critical to this engagement is the offeror's ability to receive electronic files after midnight and deliver fully printed, finished, and collated materials by 6:30 a.m. the same legislative day, with operations required overnight, weekends, and legal holidays throughout the legislative session. All formatting attributes including line numbers, page breaks, underscoring, and special text must match original WordPerfect 2021 source documents without alteration or font substitution.

The specification establishes performance-based, non-proprietary requirements with no mandatory equipment brand or model restrictions, allowing any offeror with production-grade equipment from major manufacturers meeting the stated functional parameters to compete. Offerors must maintain minimum redundancy with two fully operational, identically configured production-class printing engines on-site with Uninterruptible Power Supply (UPS) and backup generator infrastructure to ensure equipment downtime or mechanical failure does not interrupt production or breach delivery deadlines. The document includes a mandatory Equipment and Operational Capability Questionnaire requiring offerors to detail primary and backup press specifications, print controller compatibility, finishing capabilities, and overnight/holiday production capacity, with failure to demonstrate adequate in-house capability potentially resulting in proposal disqualification.

ATTACHMENT 1 - MINIMUM PRODUCTION & EQUIPMENT SPECIFICATION REQUIREMENTS

RFP-MAAA-NK-26-001

1. Overview & Offeror Eligibility Purpose This specification sheet establishes the baseline equipment, technical workflow, and operational standards required of any prospective Offeror submitting a proposal for the Legislative Printing Services RFP. Due to the critical nature of the legislative process, printing schedules are extraordinary, irregular, and highly time-sensitive. Offerors must possess in-house production machinery, redundant backup systems, and pre-press infrastructure capable of fulfilling high-volume, overnight print turnarounds under strict delivery deadlines (e.g., electronic receipt after midnight with guaranteed physical delivery by 6:30 a.m. same day).

To preserve open competition, this specification is performance-based and non-proprietary. The General Assembly does not mandate specific machinery brands, makes, or models. Any Offeror utilizing production-grade equipment from major manufacturers that meets or exceeds the functional parameters below is eligible to compete.

2. Minimum Equipment & Technical Specifications

Equipment Category
Minimum Technical Specifications
Required Functional Capability
High-Speed Cut-Sheet Digital Monochrome Presses
· Production-class laser/xerographic or continuous-feed monochrome digital printing engine(s).

· Engine speed rating of at least 110+ pages per minute (ppm) / impressions per minute (ipm).

· Automatic duplexing (front-and-back printing) capability.

· High-capacity air-assist or vacuum sheet feeders capable of holding continuous multi-ream paper stacks.

Must process high-volume overnight print runs (tens of thousands of total pages across Bills, Calendars, and Daily Journals) on 20# white recycled paper (minimum 30% post-consumer waste). Must accommodate 8.5" x 11" standard cut-sheets and 11" x 17" sheets.

Pre-Press & Digital Front End (DFE) RIP Systems
· Hardware-based Digital Front End (DFE) / RIP server (e.g., EFI Fiery, PRISMAsync, FreeFlow, or equivalent).

· Full support and native rendering for Adobe PostScript Level 3 and HP Universal Printing PostScript drivers (specifically v6.5.0).

· Full support for electronic files generated via WordPerfect 2021 environments.

Must guarantee 100% exact visual layout matching of electronic files without line drift, reflow, or font substitution. Formatting attributes including line numbers, line start/end words, page start/end words, underscoring, shading, stricken type, and all-caps text must match original source documents without alteration.

In-Line & Off-Line Finishing Equipment
· Automated heavy-duty corner-stapling modules.

· Heavy-duty 3-hole drilling or punch equipment (standard 3/8" hole diameter, standard 3-hole spacing).

· 11" x 17" center-folding and booklet-making finishing module.

· High-capacity mechanical binding system (ring, comb, coil, or heavy-duty post binding) supporting document thicknesses up to 3 inches.

Must perform automated corner-stapling and 3-hole punching on daily 8.5" x 11" collated bills, journals, and calendars. Must produce 11" x 17" center-fold daily calendars. Must bind large-format appropriations bills (e.g., Long Appropriations Bills of approximately 700+ original pages) within required 2nd legislative day timeframes.

Redundancy & Equipment Backup
· Minimum of two (2) fully operational, production-class printing engines configured to identical finishing standards located on-site.

· Uninterruptible Power Supply (UPS) / backup generator infrastructure for pre-press operations.

Equipment downtime, mechanical failure, or routine maintenance on a primary press must not interrupt production or breach the 6:30 a.m. daily delivery deadline. Secondary backup machinery must be capable of immediately assuming full production load.

3. Operational & Delivery Capabilities

· Overnight & Holiday Production Operating Hours: Offeror must maintain full operational capabilities—including staffing, pre-press, printing, finishing, and delivery—overnight, on weekends, and on legal holidays throughout the legislative session. Electronic copy received after 12:00 a.m. (midnight) must be fully printed, finished, and delivered no later than 6:30 a.m. the same legislative day.

· Electronic Document Receipt & Communications: Offeror must possess secure, high-bandwidth digital file transfer systems (e.g., dedicated secure FTP, cloud portal, or direct encrypted pipeline) capable of receiving daily bulk document transfers from the General Assembly smoothly and without data corruption.

· Quality Control & Page-Count Auditing: Equipment or workflow processes must include automated or manual double-page/blank-page detection mechanisms. Per the Scope of Work, blank pages must not be charged to the General Assembly.

4. Offeror Equipment & Operational Capability Questionnaire Offeror must complete and return this section with their proposal response. Failure to demonstrate adequate in-house equipment capability may result in proposal disqualification.
