About this opportunity
The Wisconsin Department of Health Services, Division of Care and Treatment Services, is seeking qualified vendors to perform Preadmission Screening and Resident Review (PASRR) Level II Screens for current and prospective nursing home residents with serious mental illness or intellectual/developmental disabilities. The procurement requires a comprehensive screening process to evaluate individuals' eligibility for nursing facility placement and determine their need for specialized services, in compliance with federal regulations under 42 CFR 483. Vendors must provide a team of professionals, including psychiatrists, qualified mental health professionals, and qualified intellectual disability professionals, to conduct thorough evaluations involving physical examinations, medical histories, functional assessments, and clinical determinations. The Request for Bid (RFB No. S-0627 DCTS-17) was posted on April 11, 2017, with a bid submission deadline of May 23, 2017, at 2:00 p.m. Central Time. Evaluation criteria include vendor qualifications, work plan, staffing structure, key personnel credentials, and the ability to complete approximately 11,088 Level II screens annually, with varying screen types (Full, Abbreviated, and Partial).
The solicitation includes potential set-aside preferences for Minority Business Enterprises and Disabled Veteran-Owned Businesses, offering a 5% price preference if their bids are within 5% of the lowest bid. The incumbent vendor for this contract was Behavioral Consulting Services, Inc. from Grafton, Wisconsin, with a previous per-screen rate of $183.83. The contract is anticipated to begin July 1, 2017, and will run for one year with options to renew for five additional one-year terms. While no guaranteed minimum volume is specified, historical data indicates consistent screening needs across Wisconsin's 72 counties. The contract requires vendors to maintain HIPAA compliance, execute a Business Associate Agreement, provide comprehensive staff training, and achieve a 95% or greater inter-rater agreement with Department evaluations. Compensation will be based solely on a per-screen cost structure, with vendors expected to include all labor, travel, insurance, training, technical assistance, overhead, and profit in their proposed rate.
