About this opportunity

The City of Atlanta Department of Public Works, Office of Fleet Services is conducting a competitive sealed-bid procurement with a pre-qualification phase for a comprehensive physical inventory and reconciliation of approximately 6,500–7,000 city-owned fleet assets, with proposals due June 19, 2026. The multi-step process begins with vendor pre-qualification to establish capability and capacity before the formal Invitation for Bid.

Vendors must demonstrate a minimum of five years of experience conducting large-scale fleet or asset inventories, including at least two years supporting governmental agencies. The scope requires physical verification of assets across multiple city facilities and satellite locations, facilitating drive-through verification events, cross-referencing vehicles against departmental records, and achieving an 80 percent coverage target of the total fleet. Deliverables include interim milestones for each department's inventory count completion, a master inventory report, photographic documentation of unsafe or aged vehicles, weekly progress reports in dashboard or spreadsheet format due each Monday by noon, and audit-ready documentation capturing vehicle identification (VIN, license plate, make, model, color), photographic logs of damaged units, and recommendations for fleet management improvements. The project must be completed within sixteen weeks of the start date. All contractor employees must complete background checks and wear visible company badges during site visits; inspections should occur during late afternoons or evenings to minimize operational disruption.

The estimated contract value is not to exceed $225,000 for the entire term. A Pre-Solicitation Conference will be noticed separately to provide additional details. Final documentation must be delivered in electronic format via email prior to project conclusion with no retention period required.

Opportunity text

Brief description of goods or services anticipated for this solicitation. The City of Atlanta, on behalf of the Department of Public Works- Office of Fleet Services will shortly undergo a Multi-Step competitive Sealed Bid process comprised of a pre-qualification phase, followed by an Invitation for Bid (IFB) towards the procurement of a qualified and experienced firm to perform a comprehensive physical inventory and reconciliation of approximately 6,500-7,000 City-owned fleet assets to address discrepancies between departmental records and actual asset conditions. Interested vendors during the prequalification phase will be evaluated to determine whether they meet the minimum requirements including experience, capacity, and staffing necessary to perform large-scale fleet inventory service. The City's expectation is that the selected vendor will assume responsibility to obtain an accurate, audit-ready fleet inventory with verified asset data, reconciled records across departments, and actionable reporting to improve fleet management, accountability, and long-term planning. A Pre-Solicitation Conference will be noticed and held to provide more details and address questions. Hope to see you there.
