About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals for development or disposition of the Port of the Islands property (6.86 acres, Folio 01058920500, 12323 Union Road, Naples, Florida) through Invitation to Negotiate 26-8679, with proposals due October 14, 2026 at 3:00 PM EST and a pre-proposal conference scheduled for September 22, 2026 at 12:30 PM EST. Vendors must select one of two tracks: Track A for Affordable Housing Development or Track B for Outright Purchase.

A local vendor preference of 5 points applies to vendors maintaining a physical business address within Collier County. Certified minority or women business enterprise status qualifies for an additional 5 points. E-Verify enrollment at proposal submission is mandatory.

Track A proposals must demonstrate affordable housing development maximizing units at or below 60% Area Median Income without direct County subsidy, leveraging external sources such as Low Income Housing Tax Credit or State Apartment Incentive Loans. The property zoning allows approximately 110 units at current density (16 units per acre) and potentially 172 units under Chapter 2026-179 of Florida law (with a requirement that at least 40 percent of units be affordable housing for a minimum 30-year period based on the Live Local Act). Track B proposals must include a clearly stated purchase price, proof of funds or financing commitments, and a development concept demonstrating zoning consistency and identifying required governmental approvals. The County acquired the vacant, cleared property via tax deed in January 2020 and offers it "as-is" with all due diligence costs borne by proposers.

An independent appraisal completed August 11, 2026 valued the property at $3.335 million (average of two independent appraisers, effective July 26, 2026).

Evaluation criteria are development concept (85 points), cover letter/management summary (5 points), minority/women business enterprise status (5 points), and local vendor preference (5 points). Proposers must submit three to ten references for similar projects completed within the last five years. Proposals remain valid for 180 days. The County intends to select one awardee but reserves the right to select multiple proposers or reject all proposals; final award requires Board approval. Track A requires Commercial General Liability at $2,000,000 single limit, Workers' Compensation at statutory limits, and a bid bond of 5% of cost proposal.
