This is an Insurance Requirements document for Track A of Collier County Board of County Commissioners' Invitation to Negotiate 26-8679 for the Port of the Islands Property development or disposition. The County is requesting proposals for development or disposition of a 6.86-acre property located at 12323 Union Road, Naples, Florida, with proposals due October 14, 2026 at 3:00 PM EST. A pre-proposal conference is scheduled for September 22, 2026 at 12:30 PM EST. Track A focuses on affordable housing development, requiring proposals to demonstrate the development of affordable housing units at or below 60% Area Median Income without direct County subsidy, with potential for approximately 110 units at current density or up to 172 units under Chapter 2026-179 of Florida law. Proposals remain valid for 180 days, and final award requires Board approval. The County has indicated it intends to select one awardee but reserves the right to select multiple proposers or reject all proposals.

Track A vendors must provide specific insurance coverage and bonding as outlined in the requirements document. Workers' Compensation insurance is required at statutory limits of Florida Statutes Chapter 440 and all Federal Government Statutory Limits, with evidence of coverage or a Certificate of Exemption from the State of Florida (exemption not required for Sole Proprietorships). Commercial General Liability coverage must be maintained at $2,000,000 single limit per occurrence with appropriate aggregate limits, with Collier County named as additional insured on a primary and non-contributory basis. A bid bond equal to 5% of the cost proposal must be submitted with the proposal response. For contracts exceeding $200,000, Performance and Payment Bonds written for 100% of the contract award amount are required, underwritten by a surety rated "A-" or better by A.M. Best Company. All certificates of insurance must name Collier County Board of County Commissioners at 3295 Tamiami Trail East, Naples, FL 34112 as the Certificate Holder with 30 days cancellation notice required. Vendors must ensure all subcontractors comply with identical insurance requirements and provide certificates of insurance to the County.
