About this opportunity
The City of Tucson Business Services Department is seeking proposals for Polygraph Testing and Employee Examination Services to support the Tucson Police Department (TPD) on an as-needed, if-needed basis. The procurement will establish a contract for providing polygraph testing services for pre-employment screening, candidate re-testing, administrative investigations, and occasional current employee examinations. TPD historically conducts 3-4 hiring processes annually with 100-200 candidates advancing to the polygraph stage. Required qualifications include current membership in good standing with the American Polygraph Association (APA) and staff possessing final polygraph certificates from APA-certified institutions. Examinations must be conducted within the Tucson Metropolitan Area, either at the contractor's facility or at TPD locations, with appointment availability within two to three business days. The evaluation criteria, in order of importance, are qualifications and experience, method of approach, and price proposal. Key dates include a pre-submittal meeting on January 14, 2026, at 1:30 p.m., question submission deadline of January 22, 2026, at 2:00 p.m., and proposal due date of January 29, 2026, at 2:00 p.m. through the City's online bidding system.
The solicitation indicates potential for multiple contract awards and cooperative use by other Southern Arizona area public safety agencies. While no specific set-aside designations are explicitly mentioned, the documentation includes Section 3 compliance requirements that prioritize employment and economic opportunities for low- and very low-income persons. Contractors must maintain comprehensive insurance coverage, including commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), workers' compensation, professional liability ($1,000,000 per claim), and network security/cyber liability ($2,000,000 per claim). The contract term is one year with potential extensions for up to four additional one-year periods at the City's discretion. Pricing will include unit costs for different examination types and tiered volume discounts. No guaranteed volume of services is specified, and the contract is subject to appropriated funds availability. Contractors must retain examination records for a minimum of five years, with all records becoming TPD property upon contract expiration or termination.
Opportunity text
The City of Tucson is seeking proposals from qualified firms and individuals to provide Polygraph Testing and Employee Examination Services for the Tucson Police Department on an as-needed, if-needed basis. To provide adequate Contract coverage, the City may make multiple awards as a result of this solicitation. In addition, the City anticipates the cooperative use of this contract by other Southern Arizona area public safety agencies.
The Tucson Police Department (TPD) requires the services of a polygrapher for various purposes including the testing of candidates for employment, the re-testing of candidates when deemed necessary, as well as the occasional testing of current employees. Historically, TPD completes 3-4 hiring processes per year with an average of 100-200 candidates proceeding to the polygraph stage of the process.
Services will be provided by the successful offeror(s) on an as-needed, if-needed basis and no volume of services should be assumed or is guaranteed. To avoid creating travel expenses for current TPD employees and candidates to be tested, services will either be provided at the Offeror's location within the Tucson Metropolitan area or at TPD's location.
