About this file
This Offer and Acceptance document pertains to a contract between the City of Tucson and a selected contractor for Polygraph Testing and Employee Examination Services to support the Tucson Police Department. The procurement seeks qualified polygraph examiners to provide pre-employment screening, candidate re-testing, administrative investigations, and occasional current employee examinations on an as-needed, if-needed basis. The Tucson Police Department historically conducts 3-4 hiring processes annually with 100-200 candidates advancing to the polygraph testing stage. A pre-submittal meeting was scheduled for January 14, 2026, at 1:30 p.m., with a question submission deadline of January 22, 2026, at 2:00 p.m. Proposals were due January 29, 2026, at 2:00 p.m. through the City's online bidding system. The City anticipates making multiple contract awards to ensure adequate coverage and enable cooperative use by other Southern Arizona area public safety agencies. The contract term is one year with potential extensions for up to four additional one-year periods at the City's discretion.
Evaluation criteria are ranked by importance as qualifications and experience, method of approach, and price proposal. Contractors must maintain current membership in good standing with the American Polygraph Association and possess final polygraph certificates from APA-certified institutions. Required insurance coverage includes commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), workers' compensation, professional liability ($1,000,000 per claim), and network security/cyber liability ($2,000,000 per claim). Polygraph examinations must be conducted within the Tucson Metropolitan Area at either the contractor's facility or TPD locations, with appointment availability within two to three business days. Pricing shall include unit costs for different examination types with tiered volume discounts. No guaranteed volume of services is specified, and the contract is subject to appropriated funds availability. Contractors must retain examination records for a minimum of five years, with all records becoming TPD property upon contract expiration or termination.
