Polygraph Testing and Employee Examination Services

This solicitation document is for the City of Tucson Business Services Department seeking qualified firms and individuals to provide polygraph testing and employee examination services for the Tucson Police Department on an as-needed basis. The services encompass pre-employment candidate screening, candidate re-testing, administrative investigations, and occasional current employee examinations. The Tucson Police Department historically conducts 3-4 hiring processes annually with an average of 100-200 candidates advancing to the polygraph stage. Services must be provided either at the contractor's facility or at TPD locations within the Tucson Metropolitan Area, with appointments available within two to three business days. Key dates include a pre-submittal meeting on January 14, 2026, at 1:30 p.m., a question submission deadline of January 22, 2026, at 2:00 p.m., and a proposal due date of January 29, 2026, at 2:00 p.m., to be submitted through the City's online bidding system. The contract term is one year with potential extensions for up to four additional one-year periods at the City's discretion. The City anticipates making multiple contract awards and enabling cooperative use of the contract by other Southern Arizona area public safety agencies.

Evaluation criteria are ranked by qualifications and experience, method of approach, and price proposal. Required qualifications include current membership in good standing with the American Polygraph Association and staff possessing final polygraph certificates from APA-certified institutions. Pricing will include unit costs for different examination types and tiered volume discounts, with no guaranteed volume of services specified. Contractors must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), workers' compensation, professional liability ($1,000,000 per claim), and cyber liability ($2,000,000 per claim). The contract is subject to appropriated funds availability and includes Section 3 compliance requirements prioritizing employment and economic opportunities for low- and very low-income persons. Contractors must retain examination records for a minimum of five years, with all records becoming TPD property upon contract expiration or termination.
