About this file
This is a state and local contract opportunity solicitation issued by the City of Tucson Business Services Department for the Tucson Police Department (TPD) to provide polygraph testing and employee examination services on an as-needed, if-needed basis. TPD requires polygraph services for pre-employment candidate screening, candidate re-testing, administrative investigations, and occasional current employee examinations. The department historically conducts 3-4 hiring processes annually with 100-200 candidates advancing to the polygraph examination stage. Services must be provided either at the contractor's facility within the Tucson Metropolitan Area or at TPD locations. The solicitation allows for multiple contract awards, and the City anticipates cooperative use by other Southern Arizona area public safety agencies. A pre-submittal meeting is scheduled for January 14, 2026, at 1:30 p.m., with a question submission deadline of January 22, 2026, at 2:00 p.m., and proposals due January 29, 2026, at 2:00 p.m. through the City's online bidding system. The contract term is one year with potential extensions for up to four additional one-year periods at the City's discretion.
Qualified offerors must maintain current membership in good standing with the American Polygraph Association (APA) and employ staff possessing final polygraph certificates from APA-certified institutions, with appointment availability within two to three business days. Evaluation criteria, in order of importance, are qualifications and experience, method of approach, and price proposal. Contractors must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), workers' compensation, professional liability ($1,000,000 per claim), and network security/cyber liability ($2,000,000 per claim). Pricing shall include unit costs for different examination types with tiered volume discounts; however, no guaranteed volume of services is specified, and the contract is subject to appropriated funds availability. Section 3 compliance requirements apply, prioritizing employment and economic opportunities for low- and very low-income persons. Contractors must retain examination records for a minimum of five years, with all records becoming TPD property upon contract expiration or termination.
