About this file
This is an Offer and Acceptance form used by the City of Tucson for the Polygraph Testing and Employee Examination Services contract opportunity. The document establishes the contractual relationship between the City of Tucson and the selected contractor(s) for providing polygraph testing services to the Tucson Police Department on an as-needed basis. The City anticipates completing 3-4 hiring processes annually with 100-200 candidates advancing to the polygraph testing stage. Services will be provided at either the contractor's facility or TPD locations within the Tucson Metropolitan Area. A pre-submittal meeting is scheduled for January 14, 2026, at 1:30 p.m., with a question submission deadline of January 22, 2026, at 2:00 p.m., and proposals due by January 29, 2026, at 2:00 p.m. through the City's online bidding system. The contract term is one year with potential extensions for up to four additional one-year periods at the City's discretion.
The evaluation criteria prioritize qualifications and experience, method of approach, and price proposal in order of importance. Contractors must hold current membership in good standing with the American Polygraph Association and possess final polygraph certificates from APA-certified institutions. Insurance requirements include commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), workers' compensation, professional liability ($1,000,000 per claim), and network security/cyber liability ($2,000,000 per claim). The City may make multiple contract awards and anticipates cooperative use by other Southern Arizona area public safety agencies. No guaranteed volume of services is specified, and the contract is subject to appropriated funds availability. Pricing will include unit costs for different examination types and tiered volume discounts. Section 3 compliance requirements apply, prioritizing employment and economic opportunities for low- and very low-income persons. Contractors must retain examination records for a minimum of five years, with all records becoming TPD property upon contract expiration or termination.
