About this opportunity

The City of Tucson is seeking proposals for a Qualified Vendor List of Psychological and Psychiatric Services for the Tucson Police Department through a continuous, open solicitation. The procurement is divided into four distinct service groups: Mental Health Counseling/Psychotherapy, Mental Health Chemical Dependency/Addictions Counseling, Fitness for Duty Evaluations, and Pre-employment Psychological Evaluations. Qualified vendors may submit proposals for one or multiple groups, with the city intending to award multiple providers within each category. Offerors must be licensed mental health professionals with specific expertise in working with law enforcement and first responders. The evaluation criteria will prioritize qualifications, experience of the firm and personnel, method of approach, and pricing, with a strong emphasis on professionals capable of providing specialized psychological services to public safety personnel. The first round of proposals will be reviewed after June 16, 2023, with a final submission deadline of May 23, 2028 at 2:00 P.M. local Arizona time. The contract will be for one year, with the option of four additional one-year renewals, and services will be provided on an as-needed basis.

The solicitation does not explicitly outline specific set-aside designations, but the City of Tucson's documentation suggests potential considerations for disadvantaged business enterprises through standard federal contracting guidelines. The contract anticipates potential usage by the Tucson Fire Department and Public Safety Communications Department beyond the initial Police Department scope. Vendors must provide comprehensive insurance coverage, including professional liability, commercial general liability, and workers' compensation, with specified coverage limits. While no specific award value is mentioned, providers will be required to submit hourly rates for counseling, assessment, and consultant services that include all direct and indirect costs. The contract includes provisions for HIPAA compliance, confidentiality, and potential telehealth services. Providers must demonstrate expertise in law enforcement and first responder mental health support, with a comprehensive understanding of the unique psychological challenges faced by public safety professionals.
