This is a Small Business Reserve (SBR) procurement restricted to certified small businesses, with a mandatory 20% Minority Business Enterprise (MBE) subcontracting goal.

Bidders must demonstrate three years of experience providing plumbing services in large-scale facilities such as hospitals or prisons within the last five years and hold Maryland Board of Plumbing licensure at Journeyman or Master level. The scope includes repair and replacement of malfunctioning plumbing fixtures, mixing valves, and related components within domestic water systems, including water distribution, temperature control, volume, pressure, and drain-waste-ventilation systems. All new fixtures in patient areas must be ligature-resistant. Initial repairs identified in the plumbing assessment must be completed within 60 calendar days of the Notice to Proceed, with work scheduled during regular business hours (7:00 a.m. to 3:30 p.m.) unless emergency shutdowns are necessary.

The contract term is one year with one optional renewal year. Work is performed on-site at 8450 Dorsey Run Road, Jessup, Maryland 20794. A mandatory site visit is scheduled for December 16, 2025, at 9:00 a.m. EST (RSVP deadline by the date specified in the Key Information Summary Sheet). The pre-bid conference was held December 1, 2025, via Google Meet. Questions were due December 12, 2025. A bid bond of 5% of total evaluated price and a performance bond of $2.5 million are required. Labor categories include Master/Journeyman Plumber and Plumbing Apprentice/Helper positions. The contract uses fixed-price and time-and-materials billing structures. Contractors must maintain comprehensive insurance including $1 million commercial general liability, $1 million errors and omissions, $1 million crime insurance, and workers' compensation, with the State and Maryland Department of Health listed as additional insureds. A two-year parts-and-labor warranty on all goods and services is required. All work must comply with OSHA standards, the International Plumbing Code, and ADA requirements. Living wage requirements apply as a Tier 1 contract under Maryland Code Ann., State Finance and Procurement Article, Title 18. Criminal background checks are required for all contractor personnel working on the secure facility premises.
