About this opportunity
The City of Long Beach is requesting bids on petroleum fuels supply and delivery services to approximately 15 municipal fuel sites under ITB FM 23-183, with bids due December 1, 2022 at 11:00 a.m. Pacific Time.
The scope covers estimated annual volumes of approximately 1.565 million gallons across four fuel products: unleaded regular (87) gasoline, renewable diesel (R99), renewable dyed diesel (R99), and super unleaded (91) gasoline. Deliveries must occur within 24 hours of notification during business hours (7:00 a.m. to 5:00 p.m., Monday through Friday) to fuel sites including fire stations, police departments, water treatment facilities, the airport, harbor maintenance yard, emergency communications center, and fire training facility. Contractors must provide emergency fuel-pumping capability. All fuel must be CARB-approved. Contractors not owning refineries must provide documentation of lines of credit from a minimum of four refineries or financial institutions with written source guarantee commitments.
Pricing shall be based on the Oil Price Information Service (OPIS) daily price at the Los Angeles terminal with a fixed differential for the contract term. All pump fees, split fees, fuel surcharges, and ancillary costs must be included in the freight fee with no separate line items permitted. Separate invoicing is required to three departments: Financial Management Fleet Services Bureau, Harbor Department, and Water Department.
The contract term is twelve months from the date of award with options for four additional one-year extensions by mutual agreement. The City reserves the right to award contracts to multiple vendors and does not guarantee minimum purchase amounts. Current incumbents are Merrimac Energy Group and Falcon Fuels.
Contractors must submit proof of insurance with specified coverage limits, a W-9 form, debarment certification, and references from five current customers. Questions are due November 9, 2022. The estimated contract award date is January or February 2023. The City declined to offer MBE/WBE preferences and declined a request for extended 48-hour delivery timelines.
