ITB FS 17-019: Petroleum Fuels Procurement Summary

This is an Invitation to Bid (ITB) issued by the City of Long Beach for the purchase and delivery of petroleum fuels to various fuel sites throughout the City. The estimated annual volume is 1,650,000 total gallons, encompassing diesel, unleaded gasoline, premium gasoline, renewable diesel (R99), dyed diesel, and Jet A fuel. A mandatory pre-bid conference and site visit were scheduled for January 4, 2017, at 8:30 AM at City of Long Beach Fleet Services (2600 Temple Avenue), with attendance required for bid eligibility. The bid submission deadline was January 24, 2017, at 11:00 AM Pacific Time. The contract term is thirty-six (36) months from the award date, with two optional one-year renewal periods, not to exceed 60 months total. Electronic bids were submitted via PlanetBids, with original bid cover pages and notarized acknowledgment forms required to be submitted in sealed envelopes to the City Clerk.

Pricing was based on Oil Price Information Service (OPIS) differential pricing, with bids submitted as plus/minus cents per gallon adjustments to OPIS Gross Contract Average daily prices at Los Angeles Rack for PADD 5 (West Coast, Southern California, and Southern Nevada Region). The differential adjustment amount was to remain firm for the contract's life with no increases allowed during the initial thirty-six-month period. The City does not guarantee minimum order quantities or dollar amounts. Merrimac Energy Group submitted the sole bid on February 21, 2017, at 10:54 AM, quoting differentials ranging from $0.1650 to $0.1990 per gallon across fuel types, with a total bid value of $345,315.00 and a $100 per-hour demurrage fee. The bid did not include pricing for Jet A fuel. All fuel must be CARB-approved and delivered within twenty-four hours of notification, FOB Destination City of Long Beach, with deliveries made between 7:00 AM and 5:00 PM, Monday through Friday. Contractors not owning refineries must provide documentation of lines of credit with refineries or financial institutions.
