About this opportunity

The City of Pembroke Pines is requesting proposals for operation and management of its Building Department, including plan review and inspection services under RFP #AD-26-01, with proposals due November 10, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on October 6, 2026 at 10:00 a.m. HUD Section 3 compliance applies, requiring contractors to submit Form 1 (Section 3 Assessment and Certifications) with proposals; contracts exceeding $200,000 trigger minimum numeric goals of 25 percent of total project hours worked by Section 3 workers and 5 percent by Targeted Section 3 workers.

The City will retain the Chief Building Official and Building Department Operations Manager as municipal employees, while the contractor must supply an Assistant Building Official, four Trade Chiefs (Structural, Electrical, Mechanical, Plumbing), three Plans Examiners, eight Field Inspectors, and administrative staff. The contractor must complete initial plan reviews within 3 business days for minor permits, 6 business days for median permits, and 10 business days for major permits. Based on 2025 data, the Building Department processed approximately 39,749 inspections and 24,789 permit plan reviews. Operating hours are Monday through Thursday, 7:00 a.m. to 6:00 p.m., with 24/7 emergency response capabilities required. The contractor must maintain offices within 4,768 square feet of allocated City Hall space provided by the City.

Compensation is structured as a percentage of Gross Revenue from Building Permit Fees (to be proposed by bidders) plus fixed monthly reimbursements: $21,000 for administrative fees, $21,450 for rent, and $34,000 for City-provided leadership positions. All fixed amounts adjust annually each October 1st beginning 2027 based on Miami-Fort Lauderdale-West Palm Beach area Consumer Price Index. The City collects all permit fees and conducts independent revenue reconciliation through its Finance Department and Tyler Munis system before processing payment.

The contract term is five years with one additional five-year renewal option at mutual written consent. Bidders must demonstrate a minimum of ten years' successful experience operating municipal building departments. Contractors must obtain comprehensive insurance including general liability ($2,000,000 aggregate), workers' compensation, auto liability, umbrella coverage ($2,000,000), professional liability ($1,000,000), cyber liability ($1,000,000), and crime coverage ($1,000,000), with the City named as additional insured. Questions are due October 20, 2026. The contract is subject to annual City Commission appropriation and may be terminated for convenience with 30 days' notice.
