About this opportunity
Ocean County, New Jersey is requesting bids on HVAC and roof upgrades to the County Administration Building, with bids due June 30, 2026. This is a prevailing wage project subject to multiple union collective bargaining agreements that establish mandatory labor rates and fringe benefits for all trades.
The scope encompasses replacement of a 200-ton air-cooled chiller, installation of variable frequency drive chilled water pumps, two fan coil units distributed across basement through third floor, comprehensive chilled water piping with controls and instrumentation, and roof restoration including TPO overlay on approximately 10,700 square feet, 350 square feet of wet insulation repair, and 13 roof drain bowl replacements on a unit price basis. The project is located at 101 Hooper Avenue, Toms River, New Jersey. Substantially complete work is required by April 15, 2027, with all closeout documentation due June 30, 2027. Construction operations are limited to 5:00 a.m. to 8:00 p.m. Monday, Tuesday, Thursday, and Friday only (four 10-hour shifts); no work is permitted on Wednesdays. The building remains occupied during construction; the contractor must maintain all existing exits and provide 72 hours' notice before activities affecting building operations.
Prevailing wage agreements applicable to the project include Local 9 Plumbers & Pipefitters (Mid-Jersey jurisdiction including Ocean County), Local 400 IBEW Electricians (Monmouth-Ocean Division), Local 825 Operating Engineers, Local 30 Roofers, Local 89 Insulators, Painters Local 711, Local 472-172 Laborers, NJ Carpenters (EASRC), Bricklayers Local 4-5, Local 1009 Glaziers, SMART Local 137, Sprinklerfitters Local 669, and others. All contractors and subcontractors must comply with applicable union wage rates, fringe benefit contributions, and working condition requirements.
The contract includes a contingency allowance of $230,000 for use at the owner's direction. The contractor is responsible for obtaining all building permits and Temporary/Final Certificates of Occupancy from Ocean County's Office of Code Enforcement, submitting construction schedules within 30 days of Notice to Proceed, and completing all submittal procedures including three paper copies and electronic PDFs for shop drawings and product data. Payment procedures require AIA Document G702 and G703 applications with waivers of mechanic's lien and notarized payroll verification. All contractor personnel must pass drug and background screening and wear identification tags on site. Surety forms must comply with New Jersey Public Law 1996, Chapter 384, with a non-waivable requirement for a completed Certificate of Surety Company; failure to deliver compliant performance and payment bonds results in discretionary rebidding or award to the next lowest responsible bidder.
