About this file
This is a specifications document for Ocean County, New Jersey's Administration Building HVAC and Roofing Upgrades project (Project No. 35-468), prepared by DCO Engineering Services, LLC. The project involves three primary work components: chiller replacement including demolition of existing equipment and installation of a new 200-ton air-cooled chiller with associated piping and controls; fan coil unit replacement with integration into the existing Building Automation System; and air handling unit refurbishment for units AHU-1 and AHU-2, including coil cleaning, motor replacement, bearing service, and system rebalancing. The project will be constructed under a single mechanical prime contract with substantially complete work required by April 15, 2027, and all closeout documentation due by June 30, 2027. Construction operations are limited to 5:00 a.m. to 8:00 p.m. Monday, Tuesday, Thursday, and Friday only (four 10-hour shifts), with no work permitted on Wednesdays. The building will remain occupied during construction with minimal disruptions; the contractor must maintain all existing exits and provide 72 hours' notice before activities affecting building operations.
The contract includes a contingency allowance of $230,000 for use at the owner's direction, with unit prices established for roof drain bowl replacement and wet roof insulation repair at one square foot increments. The contractor is responsible for obtaining all building permits and Temporary/Final Certificates of Occupancy from Ocean County's Office of Code Enforcement. Payment procedures require submission of AIA Document G702 and G703 applications with waivers of mechanic's lien, notarized payroll verification, and compliance with New Jersey prevailing wage rates. The contractor must submit a construction schedule within 30 days of the Notice to Proceed, maintain a schedule of values coordinated with project phases, and participate in preconstruction and biweekly progress meetings. Submittal procedures require three paper copies and electronic PDF files for all shop drawings and product data, with 10 working days allowed for initial review and resubmittals. All contractor personnel must pass drug and background screening and wear identification tags on site, and the project site prohibits smoking and controlled substances.
