About this opportunity
The State of Arizona, in collaboration with the NASPO ValuePoint cooperative purchasing program, is soliciting proposals for mailing and shipping equipment, technology, maintenance, and related solutions under Solicitation Number BPM007409. This Request for Proposals seeks to establish one or more Master Agreements with qualified vendors to provide a comprehensive array of equipment and services across 44 categories, including postage meter rentals, mailing systems at various volumes, letter openers, folders, inserters, mail labelers, addressing systems, tabbers, check imprinting equipment, pressure sealing and bursting equipment, pre-sorting equipment, smart lockers, furniture, accessories, software licenses, integration services, training, supplies, and related professional services. The procurement is open to eligible entities across all 50 states, the District of Columbia, U.S. territories, state departments, institutions, agencies, political subdivisions, federally recognized tribes, and other eligible public and nonprofit organizations. Proposals must be submitted exclusively through Arizona's E-Procurement System (APP) and include 12 required attachments: Offer and Acceptance, Confidential Information Designation, Conformance Statements and Exception Requests, Key Personnel documentation, Letter of Insurability, Organization Profile, Proposed Subcontractors, Experience and Capacity Response, References, Method of Approach, Mandatory Price Scenario Workbook, and Offeror Information, Acknowledgements, and Certifications. The proposal due date is June 23, 2026, with questions to be submitted through the "Discussions with Buyer" Tab in the APP system directed to Bryanna Robles, Statewide Procurement Analyst at bryanna.robles@azdoa.gov. The initial term of the resulting Master Agreement is two years, with options to renew for an additional three years upon mutual agreement.
There are no membership or registration fees required for participation in this NASPO ValuePoint cooperative purchasing opportunity. The procurement carries no set-aside designations or restrictions limiting organizational eligibility; however, vendors must demonstrate appropriate insurability and organizational capacity to deliver services across the 44 product and service categories. As of 2024, contractors reported $21.1 billion in combined sales through NASPO ValuePoint Master Agreements, with $103.12 million in sales through the current Mailing Equipment, Supplies, and Maintenance portfolio, providing context for the anticipated scope and value of this opportunity. No specific award value or budget range is disclosed in the solicitation materials; however, the historical performance data suggests significant revenue potential for selected vendors. The RFP website and Arizona Procurement Portal (https://app.az.gov) serve as the sole official source for all information and updates, with late proposals not accepted under any circumstances.
