About this opportunity
This Request for Proposals (RFP 26-227) issued by Purchasing Solutions Alliance (PSA), a nonprofit cooperative purchasing program of the Brazos Valley Council of Governments (BVCOG), seeks qualified vendors to provide printers, copiers, multifunction devices, and related services to PSA members nationwide. The procurement encompasses multifunctional devices in color and black and white formats, digital copiers, wide format copiers, scanners, fax machines, related equipment, hardware, software, accessories, electronic document management solutions, printer fleet management, maintenance services, and supplies such as toner and ink. Vendors may respond to any or all service categories and must offer equipment purchase, lease, and/or monthly rental options with installation and maintenance services included. The resulting contract will have an initial three-year term with options to extend for two additional one-year terms upon mutual agreement. Key evaluation criteria include vendor qualifications and experience (15%), product offerings (15%), data security (5%), technical support (5%), problem resolution time (5%), credentials of installation and technical staff (5%), value-added products and services (5%), value to PSA (10%), cost proposal (30%), and compliance with RFP requirements (5%). Pricing must be submitted as a percentage discount from a published price list or a flat rate remaining unchanged during the initial contract term, inclusive of a three percent PSA administrative fee. The question submission deadline was April 17, 2026, with question responses provided by April 21, 2026, and the original proposal submission deadline was May 5, 2026, at 3:00 p.m. Central Time; paper responses may be delivered to the PSA Center at 3991 E. 29th Street, Bryan, Texas 77802, during regular business hours. All shipping is F.O.B. Destination with freight prepaid and included in pricing, equipment must be delivered within thirty working days of purchase order receipt, and installation must be completed within two business days of delivery at no additional cost unless otherwise specified in writing and approved by the end user.
This procurement is open to all qualified vendors with no incumbent protections, set-asides, or minimum order requirements; no purchase guarantees exist, as all purchases are optional and at the discretion of PSA members. Eligible PSA members include local government agencies, certain state agencies, school districts, higher education institutions, and nonprofit 501(c)(3) organizations nationwide. Vendors must comply with extensive federal regulations including provisions related to small and minority business contracting, clean air and water act standards, debarment and suspension requirements, anti-lobbying certifications, domestic preference for U.S.-manufactured products, and restrictions on certain telecommunications equipment, as well as Texas-specific requirements prohibiting vaccine passport requirements, energy company boycotts, Israel boycotts, firearm entity discrimination, and foreign terrorist organization involvement. The contract requires vendors to provide auditable pricing allowing customers to verify invoices against contract pricing at any point during and beyond the contract period. The contract is effective June 1, 2026, through May 31, 2029, and vendors must submit completed Offeror Acknowledgement and Certification, Proposer Certifications, and Conflict of Interest Questionnaire forms as part of their proposal submission. While specific award values or budget ranges are not disclosed in the solicitation documents, the contract structure and nationwide eligible membership base suggest substantial potential volume and revenue opportunities for qualified vendors.
