About this opportunity

The Orange County Transportation Authority is requesting proposals for feasibility study services on the relocation of Newport Beach Fire Station No. 3 to the Newport Transportation Center and relocation of the Newport Transportation Center to alternative sites, with proposals due December 17, 2025, at 2:00 p.m. and interviews scheduled for January 14, 2026.

The study is structured as a firm-fixed-price contract with a budget of $500,000 over a one-year term (February 1, 2026 through January 31, 2027). Work is performed collaboratively with the City of Newport Beach. A Disadvantaged Business Enterprise goal has been established. Prevailing wage requirements apply. The contract is funded through Local Measure M and Federal Surface Transportation Block Grant sources and is federal-aid eligible under the Department of Transportation.

The scope encompasses project management and public engagement, baseline conditions and needs assessment for four OC Bus routes (1, 55, 57, 79), evaluation criteria development, fire station relocation analysis, Newport Transportation Center relocation feasibility analysis for four sites (the current location at 1550 Avocado Avenue, the City's preferred site at 3848 Campus Drive, and two undetermined candidate sites), and environmental, sustainability, and technical analysis. Deliverables include a comprehensive feasibility report with 25 hard copies, technical memoranda, site evaluation matrices, conceptual site plans, cost estimates, and presentation materials. The consultant must ensure compliance with CEQA/NEPA, Title VI equity analysis, FTA asset disposition requirements, California Surplus Land Act, and California Coastal Commission requirements. Public engagement materials must be provided in English, Spanish, and Vietnamese. Stakeholder coordination includes OCTA, the City, The Irvine Company, the California Coastal Commission, and community members.

Proposals are evaluated on weighted criteria: Qualifications of the Firm (20 points), Staffing and Project Organization (25 points), Work Plan (30 points), and Cost (25 points). The Authority reserves the right to award to one offeror or apportion requirements among multiple offerors and may request Best and Final Offers. Written questions were due November 25, 2025, with OCTA responses provided December 4, 2025 (superseded by later question deadline of December 4 with December 10 response). Proposals must not exceed 50 pages excluding appendices. All offerors must comply with Ukraine/Russia-related sanctions, provide debarment certifications, lobbying certifications, and conflict-of-interest disclosures. The consultant must maintain commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, workers' compensation, and professional liability of $1,000,000. Form 700 filing is not required for consultant personnel.
