About this file

This is a Procurement Plan memo from the Orange County Transportation Authority (OCTA) dated November 10, 2025, regarding RFP 250111 for feasibility study services related to the relocation of Newport Beach Fire Station No. 3 to the Newport Transportation Center and the relocation of the Newport Transportation Center to suitable alternative site(s). The procurement will be conducted as a Request for Proposals (RFP) rather than an Invitation for Bid, as the selection requires evaluation based on criteria beyond price. The contract term is one year, with a total budget of $500,000. The RFP will be evaluated using a weighted scoring system comprising Qualifications of the Firm (20%), Staffing/Project Organization (25%), Work Plan (30%), and Cost (25%). The internal evaluation team includes Katie Persons (Department Manager, Transit Planning), Greg Nord (Department Manager, Planning & Analysis), and Alison Army (Section Manager II, Project Development), with external evaluator David Webb (Director of Public Works, City of Newport Beach).

The contract will be structured as a firm-fixed-price agreement, as the RFP contains a specific scope of work with defined tasks and deliverables. Funding is derived from Local Measure M and Federal Surface Transportation Block Grant sources. An independent cost estimate has been received, and requisition R000882 has been issued. The procurement plan indicates requirements for retention, prevailing wages, and liquidated damages, with the Project Manager serving as the primary source for supporting documentation on the liquidated damages amount. A Disadvantaged Business Enterprise (DBE) goal has been established for this procurement.
