About this file

This is a Procurement Plan approval memorandum from the Orange County Transportation Authority (OCTA) dated November 10, 2025, concerning RFP 250111 for feasibility study services. The project involves relocation of Newport Beach Fire Station No. 3 to the Newport Transportation Center and relocation of the Newport Transportation Center to suitable alternative site(s). The RFP will be issued as a Request for Proposals rather than an Invitation for Bid to allow evaluation based on criteria beyond price alone. The contract term is one (1) year, with a budget of $500,000 for the feasibility study services. The procurement plan includes a defined evaluation team comprising internal evaluators from OCTA's Transit Planning, Planning & Analysis, and Project Development departments, as well as an external evaluator from the City of Newport Beach's Public Works Department.

The contract will be awarded on a firm-fixed-price basis given the specific scope of work and defined deliverables outlined in the RFP. Evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing/Project Organization (25%), Work Plan (30%), and Cost (25%). The project is funded through local Measure M and federal Surface Transportation Block Grant sources. Prevailing wage requirements apply to this procurement. An independent cost estimate has been received, and a Disadvantaged Business Enterprise (DBE) goal has been established. The procurement plan was approved by Katie Persons, Department Manager of Transit Planning, and Iris Deneau, Section Manager of Procurement, on November 13, 2025.

Subject: PROCUREMENT PLAN, RFP 250111 "Newport Transportation

Center and Fire Station No. 3 Relocation Feasibility Study”

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.

Procurement Type: RFP IFB

Justification (explain the rationale for using the particular procurement type):

A Request for Proposals (RFP) will be issued as the nature of the requirement demands that evaluation criteria, in addition to price, be used to select a firm for award to provide feasibility studies services.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 20%

Staffing/Project Organization 25%

Work Plan 30%

Cost 25%

Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 20 percent as the firm must have experience in creating feasibility studies for similar projects.

Staffing/project organization is weighted at 25 percent as the project team must have the expertise and skills to conduct the feasibility study. Work plan is weighted at 30 percent as the firm must demonstrate its understanding of the scope of work and approach to completing the project. Cost is weighted at 25 percent to ensure that OCTA receives value for the services provided.

Contract Type: Time & Expense CTO-Based Firm Fixed Price

Justification: The contract type is firm-fixed price because the RFP has a specific scope of work detailing specific tasks and deliverables.
