About this file
This is a Scope of Work document for a feasibility study being conducted jointly by the Orange County Transportation Authority (OCTA) and the City of Newport Beach. The study will evaluate the relocation of Newport Beach Fire Station No. 3 from 868 Santa Barbara Drive to the current Newport Transportation Center (NTC) site at 1550 Avocado Avenue, and assess the potential relocation of the NTC to alternative sites while maintaining its functionality as a regional transportation hub. The consultant will analyze four sites, including the current NTC location, the City's preferred relocation site at 3848 Campus Drive, and two additional undetermined candidate sites. The comprehensive study will span a maximum of twelve months and will be led by OCTA in partnership with the City of Newport Beach. Deliverables include a comprehensive feasibility report with twenty-five printed copies plus electronic versions, supporting documentation, presentation materials, technical memoranda, site evaluation matrices, conceptual site plans, cost estimates, and a detailed implementation roadmap addressing operational, financial, legal, and community impacts.
The project budget is $500,000 for the one-year term with no renewal options specified. The study requires extensive coordination among stakeholders including OCTA, the City of Newport Beach, The Irvine Company, the California Coastal Commission, community members, business leaders, transit riders, and the Federal Transit Administration. Key deliverables include analysis of four OC Bus routes (1, 55, 57, and 79), baseline conditions assessment, Title VI equity analysis, environmental and sustainability assessments, regulatory compliance documentation including FTA asset disposition requirements and California Coastal Commission compliance, geotechnical investigations, infrastructure capacity assessments, construction cost estimates, and a comprehensive funding strategy. The consultant must ensure compliance with multiple regulatory frameworks including CEQA/NEPA requirements, the Uniform Relocation Act, California Surplus Land Act, and various coastal zone regulations.
