About this file

This is an interoffice procurement memorandum from the Orange County Transportation Authority (OCTA) dated November 10, 2025, regarding RFP 250111 for feasibility study services. The Authority seeks qualified consultants to conduct a feasibility study for the relocation of Newport Beach Fire Station No. 3 to the Newport Transportation Center and the relocation of the Newport Transportation Center to suitable alternative site(s). The procurement will be conducted as a Request for Proposals (RFP) rather than an Invitation for Bids (IFB) due to the need for evaluation criteria beyond price. The contract term is one year, and the suggested internal evaluation team members include Katie Persons (Department Manager, Transit Planning), Greg Nord (Department Manager, Planning & Analysis), and Alison Army (Section Manager II, Project Development), with external evaluators from the City of Newport Beach to be designated. The procurement schedule is attached to the document.

The total contract value is $500,000 on a firm-fixed-price basis with no retention, prevailing wage requirements, or liquidated damages provisions. Funding for this effort will be provided through federal grant sources, and an independent cost estimate and requisition (R000882) have been received. Evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing/Project Organization (25%), Work Plan (30%), and Cost (25%). No Disadvantaged Business Enterprise (DBE) goal has been established for this procurement. The document indicates that project manager concurrence and CAMM Section/Department Manager concurrence are required, with signatures to be provided by Katie Persons and Iris Deneau respectively.
