About this opportunity
Brevard County is seeking a consultant to conduct a comprehensive New Impact Fee Study for its existing impact fee programs through Request for Proposals (RFP) #7-25-14. The study will cover six service areas: Correctional, Emergency Medical, Fire/Rescue, Libraries, Solid Waste Disposal, and Transportation, with the primary objective of developing a reliable methodology for prorating infrastructure costs associated with new development. The selected consultant will be responsible for collecting data, performing technical analysis of impact fee rate equations, evaluating benefit district boundaries, and preparing a technical report with potential ordinance amendments. Proposals will be evaluated using a 100-point scoring system, with points allocated across qualifications (20 points), relevant experience (20 points), plan of approach (30 points), personnel (10 points), and professional fee proposal (20 points). The proposal submission deadline is April 08, 2025, at 3:00 p.m., with a Selection Committee meeting scheduled for April 28, 2025, at 3:00 PM at the Brevard County Government Center. Bidders are required to submit three hard copies and one electronic copy, and the contract is expected to be completed within twelve months of study initiation.
Three contractors have already submitted proposals: Alfred Benesch & Company from Tampa, FL; DTA Public Finance from Irvine, CA; and Raftelis Financial Consultants, Inc. from Maitland, FL. The county has not indicated any specific set-aside designations or restrictions for disadvantaged enterprises. Insurance requirements for the selected vendor include general liability, auto liability, workers' compensation, professional liability, and cyber liability policies with specified minimum coverage amounts. While no specific budget range is explicitly stated, the previous 2015 Impact Fee Study provides context for the potential scope and complexity of the project. The county reserves the right to negotiate with the top-ranked consultant and may potentially award contracts to multiple vendors. The study must comply with Florida Statutes, particularly Section 163.31801, which governs the legal implementation of impact fees, and will build upon the methodological framework established in the 2015 Impact Fee Update Study prepared by Tindale Oliver.
