About this opportunity

The City of Long Beach Technology and Innovation Department is soliciting proposals for network maintenance, support, installations, and parts for the Network Services Division across five service categories, with proposals due May 21, 2025 (per Addendum 4); a pre-proposal meeting was held March 25, 2025. A local-vendor preference of 5% applies to bidders maintaining a principal place of business within Long Beach city limits with a current business license; an additional 5% credit is available for brick-and-mortar locations.

The scope spans security camera system installation, repair, maintenance and parts; outside-plant (OSP) and indoor infrastructure cabling systems; OSP construction and maintenance; voice systems installation, repairs, and maintenance; and general network maintenance and support for over 130 citywide facilities. The City operates on an approximate 500-camera annual refresh schedule with projects distributed as needed throughout the contract term. Proposers may bid on one, two, three, or all five service categories, submitting separate proposals and line-item cost breakdowns for each section applied for. Hardware manufacturers are limited to Cisco, Hanwha, and CommScope with no substitutes permitted. The prime contractor must hold a California C-10 license; subcontractors do not require this certification. All work occurs during regular business hours (7:00 a.m. to 5:00 p.m., Monday through Friday) with emergency repair response requiring dispatch within two hours and on-site arrival within four hours.

The contract term is five years with options to renew for five additional one-year periods, not to exceed ten years total. Proposers must demonstrate three years of experience and hold certifications from Systimax, Corning, and Duraline for cabling and fiber work. All work is subject to California prevailing wage requirements with certified payroll submissions required. Evaluation criteria are organizational capacity and experience (30%), method of approach (40%), solution functionality (20%), and reasonableness of cost (10%). Insurance requirements include commercial general liability ($1 million per occurrence/$2 million aggregate), workers' compensation, professional liability ($1 million per claim), electronic data processing liability ($1 million per claim), and umbrella liability ($2 million per claim). Contracts exceeding $100,000 are subject to the Equal Benefits Ordinance. Questions were due April 8, 2025, with responses posted April 29, 2025. A Notice of Intent to Award was issued September 12, 2025, selecting seven vendors across the service categories.
