About this file
This document is Attachment C of a City of Long Beach solicitation, establishing the Local Preference Program for bidders responding to City contracts.
The City of Long Beach applies a five percentage point credit bonus to all businesses that qualify as local businesses, defined as companies maintaining their principal place of business in a fixed location within the City limits and possessing a current City of Long Beach business license and seller's permit, if applicable. An additional five percentage points are awarded to local businesses operating from a brick and mortar or non-residential location, meaning businesses with a physical, commercial address rather than a residential location. Bidders must affirmatively request local preference consideration by completing Attachment C and certifying their eligibility status. Failure to respond to the preference question renders a bid non-responsive.
To claim local preference, bidders must provide copies of a current, valid City of Long Beach business license showing a place of business within city limits and a current, valid seller's permit (sales tax permit) showing a place of business within city limits, where applicable. Bidders must also provide the address associated with their business license and indicate whether the licensed location is a brick and mortar/commercial/non-residential location or a residential location. The completed form must be signed and dated by an authorized representative and submitted with the bidder's solicitation package.
