About this file
This is a pre-proposal meeting presentation for RFP No. TI-24-497 issued by the City of Long Beach Infrastructure Services Bureau, Network Services Division. The RFP seeks qualified contractors to provide comprehensive network maintenance, installation, and support services across four primary service areas: security camera installation, repair, maintenance and parts; OSP/indoor infrastructure cabling systems; OSP construction and maintenance; and voice systems installation, repair, maintenance and parts. The Network Services Division currently supports over 130 citywide facilities and is consolidating two previous separate RFPs (City-Wide Fiber Optic Cabling RFP and Video Surveillance Installation, Repair, and Maintenance) into this single RFP. A pre-proposal meeting was held on March 25, 2025, with attendance from key city personnel including Rob Centeno (Bureau Manager), Hugo Gil (Infrastructure Systems Officer), and supervisors representing each infrastructure division. Questions from interested bidders are due by 11:00 AM PST on April 8, 2025, with answers posted on April 29, 2025. Proposals must be submitted by 11:00 AM PST on May 13, 2025, via the City's online portal at LongBeachBuys.com, with evaluation period and anticipated award dates to be determined.
Proposers may submit cost proposals for one or multiple services, with each cost proposal to be submitted separately. The proposal should reference the appendices containing three project examples and one request example. All work is subject to California prevailing wage requirements under Labor Code Section 1720 (State Wage Determination 2024-2) with weekly certified payroll submissions required in LCPtracker. Prime contractors and subcontractors must maintain valid Department of Industrial Relations (DIR) registration and comply with California apprenticeship requirements (DAS 140 and 142). Labor compliance withholdings will be applied to progress payments for contractors noncompliant with payroll documentation submissions. The City will assign a labor compliance consultant to monitor contract performance and request ancillary payroll documents monthly via discrepancy notices.
