About this file

This is a Narrative Proposal Template document from the City of Long Beach used to standardize proposal submissions for state and local contract opportunities. The template provides proposers with a comprehensive structure for submitting responses to Requests for Proposals (RFPs). The document outlines required sections for organizational capacity and experience, including company information, qualifications, relevant project history, staffing plans, and references. Proposers must demonstrate their familiarity with City of Long Beach standards and regulations, provide details on at least three similar previously completed projects with timelines and client references, and disclose any involvement in canceled or terminated projects, litigation, or mediation within the past five years. The template also requires detailed information on subcontractors if applicable, including their capacity, experience, and specific RFP requirements they will perform.

The template requires proposers to present their method of approach, including an overview of the proposed solution, project management principles and activities, detailed project deliverables organized by phase with anticipated completion dates, and a project timeline. Proposers must describe their approach to project development and implementation aligned with the scope of work, establish communication and reporting methods for project performance, outline routine project communication and coordination procedures with City personnel, and detail project closeout procedures and deliverable submission methods. The City requires awarded contractors to provide proof of payment for any subcontractors used, and proposers must describe their notification plan for subcontractor payments. The template can be used as a completed editable document or as guidance for developing narrative proposals, with the editable version available on Long Beach Buys.

4.3 Narrative Proposal Template

An editable version of the template below has been posted to Long Beach Buys. Proposers should complete the editable template and submit it as their narrative proposal. Comment by Graffy, Rebecca: Departments can choose to use this Narrative Proposal template in either of the following ways.

Proposers complete this template and submit it as their narrative proposal. This helps ensure Proposers know exactly what to submit, to standardize evaluations, and to minimize potential for bias. This approach is recommended as the default.

Proposers develop a narrative proposal that includes the information outlined in the proposal template. This approach is recommended for very complex RFPs, or when you want to evaluate how Proposers package their proposals.
