About this opportunity
Escambia County, Florida is issuing an Invitation to Quote (ITQ) for residential rehabilitation work at 7870 Herrington Drive under the State Housing Initiatives Partnership (SHIP) program. The procurement encompasses three primary scope categories: mandatory roofing work including removal and replacement of roof covering, repair of approximately 320 square feet of damaged decking and framing, installation of new underlayment, drip edge, vents, flashing, 30-year architectural shingles or modified bitumen roof system, hurricane clips, tree trimming, and gutter replacement; mandatory electrical work including rewiring to conform to the National Electrical Code, installation of hardwired smoke detectors with battery backup, LED bathroom lighting, and drywall repair; and optional plumbing work involving removal and replacement of tub/shower units with walk-in shower installation, new faucets, and piping replacement. Additional deliverables include comprehensive kitchen and bathroom renovations with specified fixtures and appliances, flooring installation (luxury vinyl plank and carpet), HVAC components, hot water heater, ceiling fans, and LED lighting fixtures throughout the home. All work must comply with Escambia County Building Code and applicable state and federal regulations, with all electrical appliances required to be ENERGY Star approved. Eligible bidders must be licensed, insured, and in good standing with Escambia County, with new county contractors required to submit a letter of insurability. Supporting documentation required includes proof of Sunbiz registration, W-9 form, and proof of contractor licensure. A mandatory pre-bid meeting and on-site walk-through is scheduled for April 14, 2026, at 11:00 AM at the project site. Questions must be submitted by April 21, 2026, at 1:00 PM, with quote submissions due April 22, 2026, at 1:00 PM through the OpenGov Procurement portal, and contractor selection anticipated for April 23, 2026.
This procurement contains no specific set-aside designations for disadvantaged enterprises, though it is open to all licensed and insured general contractors meeting the county's requirements. Contractors must maintain current documentation including W-9 forms, worker's compensation insurance or exemption, and Commercial General Liability insurance with $1,000,000 coverage naming Escambia County as certificate holder and additional insured. Projects valued at $25,000 or higher require 100% Performance and Payment Bonds. All contractors must be registered with sam.gov, possess valid state contractor licenses, Escambia County competency board licenses, and EPA RRP certifications. Pricing shall be submitted as firm unit costs including all packing, handling, shipping, and delivery within Escambia County. Payment structure is project-value dependent: bids under $15,000 receive lump sum payment upon project completion, while bids exceeding $15,000 receive a 40% draw upon confirmation of 50% work completion, followed by substantial completion and final draws upon satisfaction of all conditions including building inspection sign-off and homeowner acceptance. Work must be completed within 60 days from notice to proceed, with liquidated damages assessed at $150 per day for delays. The county reserves the right to award line items individually for emergency services limited to roofing and septic or sewer work.
