About this opportunity
The North Carolina School of Science and Mathematics is requesting proposals for HVAC maintenance services at its Morganton Campus under RFP #87-07082026, with proposals due July 24, 2026 and services commencing August 1, 2026. The scope covers preventative maintenance and emergency repair services for five buildings: Residence Hall, Academic Commons, Student Wellness and Activities Center (SWAC), Goodwin Hall, and Joiner Hall. The contractor must service diverse equipment from manufacturers including Trane, Daikin, Johnson Controls, Greenheck, Lochinvar, B&G, and Cook — chillers, boilers, fan-coil units, variable refrigerant flow systems, ductless split systems, energy recovery units, and associated controls across multiple HVAC configurations.
The initial contract term is three years with NCSSM retaining the option to renew for up to three additional one-year terms at its sole discretion with thirty days' written notice. Vendors must comply with North Carolina's Historically Underutilized Business (HUB) program with a goal of 10% utilization of diverse firms as subcontractors.
Vendors must provide detailed annual pricing for years one through three, hourly rates for services beyond specified maintenance (standard business hours, after-hours, and emergency), and submit a minimum of three customer references for similar services. Financial stability certification via ATTACHMENT G and active North Carolina Secretary of State registration with an eVP vendor number are mandatory. Criminal background checks for all personnel covering a minimum of seven years of history are required at vendor expense within ninety days of contract execution.
Evaluation uses a best-value methodology prioritizing technical approach, vendor qualifications, staffing plan, experience and past performance, pricing and total cost, potential administrative savings, and proposal professionalism. NCSSM may award to a single vendor or multiple vendors for different line items. Written questions are due July 20, 2026, with responses provided by July 23, 2026.
