About this file
This document is evaluator instructions for the MyFloridaNet-3 Invitation to Negotiation (ITN) No. DMS-26/27-025 issued by the Florida Department of Management Services (DMS). The instructions establish the framework for evaluating respondent replies to this solicitation. Evaluators will assess responses in three primary areas: Qualifications & Experience (TAB 4), Staffing Plan & Key Personnel Job Descriptions (TAB 6), and Technical Reply documents (TAB 7). Evaluations must be completed by 3:00 PM ET on February 12, 2027, with evaluators required to submit completed scoresheets to DMS Procurement Officer Stefanie Higgins at Stefanie.Higgins@dms.fl.gov or (850) 487-3977.
The evaluation process requires independent scoring on a scale of 0 to 4 for all items listed in the Evaluator Scoresheet with no blanks permitted. Evaluators must certify they have no conflicts of interest, may not conduct independent research or discuss their evaluations with anyone outside DMS direction, and must base scores solely on written information submitted in replies. The instructions prohibit the consideration of respondent language regarding projected financial impacts to the State and require evaluators to assess proposals from an enterprise perspective benefiting the entire State rather than individual agencies. All notes and documents associated with evaluations must be retained as they may be subject to public records requests.
