About this opportunity
The City of Madison Metro Transit is seeking bids for the procurement of #2 Premium Ultra Low Sulfur Diesel Fuel for the year 2026, covering approximately 756,000 gallons through 18 futures deliveries. The solicitation requires fixed-price bids for fuel deliveries to two Metro Transit facilities: the Maintenance and Administration Facility at 1 S Ingersoll Street and the Satellite Facility at 3901 Hanson Road. Deliveries are scheduled three times per week in loads of 5,000-7,500 gallons, with strict delivery constraints including no deliveries after 3:00 PM or on weekends and holidays. Bidders must demonstrate supply capability by submitting a list of suppliers, maintaining a 30-day fuel inventory, and providing emergency delivery within 8 hours of notice. The bid requires submission of a fuel specification sheet for the proposed #2 Premium ULSD blend and confirmation of ability to meet all contract terms. The bid response is due on Tuesday, November 11, 2025, at 2:00 PM CST, with contract award expected within 72 hours of the bid due date.
Bidders must provide three references from entities other than the City of Madison and are subject to specific requirements including maintaining appropriate insurance and complying with affirmative action obligations for contractors with 15 or more employees. Pricing must be submitted on Form D as an all-inclusive, fixed-price proposal per gallon, with separate line items for winter additive, split delivery charges, multiple drop charges, and demurrage charges. The contract includes a performance bond option covering 25 percent of the fixed contract amount, which must be provided within 30 days of award if the City chooses to purchase it. Diesel prices will escalate and de-escalate with the New York Mercantile Exchange (NYMEX:HO) until award notification, at which point the price will lock for the entire contract quantity. The successful contractor will be required to provide quarterly reports documenting delivery dates, fuel type, gallons delivered, price per gallon, and running totals. The City is exempt from federal excise tax and Wisconsin state sales tax, and will pay within 30 days of invoice receipt, primarily by check with ACH also available.
