Addendum 2 to Metro Transit Fuel 2026 Diesel RFB
This is an Addendum 2 document issued by the City of Madison Finance Department on November 6, 2025, for Request for Bid (RFB) 14082-0-2025-TJ regarding Metro Transit Fuel—2026 Diesel. The solicitation seeks diesel fuel supply for Metro Transit at two delivery locations: Hanson Road (approximately 25,000–30,000 gallons annually) and Ingersoll (approximately 730,000 gallons annually). Deliveries are accepted from 3:00 AM to 3:00 PM on weekdays and holidays, with weekend deliveries available upon prior confirmation with Metro staff. A pump is required for delivery to the above-ground storage tank at Hanson Road. The bid submission deadline is November 11, 2025, at 10:00 AM CST. The City of Madison Metro used 1,092,569 gallons in 2024, with the contract reduced to right-size for the introduction of a large electric bus fleet. The contract is anticipated to begin in early February 2026, with approximately 95,000 gallons remaining on the existing 2025 contract.
The addendum addresses 35 bidder questions clarifying key contract terms and specifications. Diesel is the sole product to be delivered, with Performance Gold specifications required year-round. The vendor may provide additives either at the rack or via splash blend. Winter month specifications apply October 1 through April 1. Payment terms are addressed in Appendix A, Item 17, with emailed invoices preferred. The contract release number is equivalent to the purchase order number. Performance bond calculation is based on invoice amount per gallon multiplied by the number of gallons, excluding additional fees. If multiple bidders submit identical lowest bids, each will have the opportunity to provide a best and final offer. Professional Liability Insurance is required. The City accepts alternative additives with similar or improved specifications. The previously awarded vendor was Energy Solutions Partners LLC. Bidders must acknowledge receipt of this addendum on RFB Form B.

Answer 20:
Yes, there is only 1 option for pricing.
Question 21:
Can you confirm how the performance bond is calculated in the pricing sheet? Is it simply the Total Invoice Amount multiplied by the number of gallons, or are additional fees (lines I, J, K, L) also included in the calculation?
Answer 21:
Invoice amount per gallon by number of gallons, lines I, J, K, L are not included.
Question 22:
We understand that there is a split product load fee that can be included. However, the bid currently only specifies diesel. Are there any other products expected to be delivered, or is diesel the sole product?
Answer 22:
Diesel is the only product to be delivered

Total invoice amount.

Answer 24:
If there is a tie for the lowest bid, then each bidder would have the opportunity to provide a best and final offer.
Question 25:
If there is a retain and the fuel requested cannot fit in the tanks, can the demurrage charge be used in that instance?
Answer 25:
Yes
Question 26:

Is 1092000 the maximum gallons? Does the City have historical volumes for the past year by month?
Answer 29:

The RFB is for a reduced amount as compared to previous years to right-size the contract. This was caused by the introduction of a large electric bus fleet.
Question 30:
Will the City expect fixed prices for gallons that exceed the hedged amount each month?
Answer 30:
Yes, but we only plan to use the total allotted for the year.
Question 31:
For a delayed start date due to the exhaustion of existing contract, what is the contractor required to hedge for the first month? What is the usage status of the existing contract? Are those gallons expected to be completed by Dec 31st?
Answer 31:
This City of Madison Metro anticipates approximately 95,000 gallons remaining on the 2025 contract into 2026. Metro anticipates switching over to the new contract in early February.
Question 32:
Please provide the exact pay terms as it is noted that there are no Net Day terms.
Answer 32:
Appendix A, Item 17 addresses payment terms
Question 33:
What is the standard length of time between receipt of invoice and payment?
Answer 33:
Appendix A, Item 17 addresses payment terms
Question 34:
Is the City requiring Performance Gold specs during the summer months as well as the winter months?
Answer 34:
Yes
Question 35:
I would like to confirm the correct submission time. The cover page of the bid lists November 11th at 10:00 AM Central, the bid packet states 2:00 PM CST, and Bidnet shows 3:00 PM CST. Could you please clarify which is accurate?
Answer 35:
The correct submission time is November 11th at 10:00AM CST. We only post on VendorNet and DemandStar, we do not post on Bidnet. Addendum 1 has been posted to correct this information.
