About this opportunity
The Texas Health and Human Services Commission (HHSC) is seeking a contractor to provide comprehensive mental health services and psychiatric care for residents civilly committed to the Texas Civil Commitment Center (TCCC) in Littlefield, Texas. The Request for Qualifications (RFQ) requires the selected vendor to deliver an extensive range of services including psychiatric diagnostic interviews, psychosocial assessments, recovery-based treatment planning, psychotropic medication management, crisis services, case management, skills training, evidence-based counseling, court-ordered assessments, and discharge planning. Services must be provided during business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. Central Time) with crisis response capabilities available outside those hours. The minimum staffing requirement is one staff member per 25 clients, with mandatory on-staff positions including a psychiatrist, registered nurse, licensed practitioner of healing arts, and qualified mental health professionals. The evaluation criteria will weight qualifications and experience at 20 percent, staffing profile at 40 percent, and project work plan at 40 percent. Key dates include a pre-proposal conference on January 13, 2026, a question submission deadline of January 14, 2026 at 5:00 p.m. Central Time, and proposal responses due February 6, 2026 at 10:30 a.m. Central Time.
The solicitation includes requirements for potential respondents to demonstrate financial solvency through audited financial statements from 2022-2024, obtain authorization to conduct business in Texas, and complete a HUB (Historically Underutilized Business) Subcontracting Plan. The anticipated contract will have an initial term of two State Fiscal Years, with potential extensions of up to three additional State Fiscal Years and an extra 12 months for transition purposes. Compensation is structured on a cost-plus basis with a maximum profit margin of nine percent (9%) of actual direct costs, with historical compensation around $1,500,000 per State Fiscal Year. The HHSC makes no guarantee of volume or total compensation, and the contract is subject to appropriations and fund availability. Contractors must submit detailed monthly invoices, service reports, satisfaction surveys, census reports, cost reports, and clinical outcome reports. Required insurance coverage and extensive reporting documentation will be necessary for contract compliance. The anticipated contract effective date is September 2026, with one contract expected to be awarded pending approval by the HHSC executive commissioner.
