About this file
This is an Exceptions exhibit for RFQ No. HHS0016354 issued by the Texas Health and Human Services Commission for mental health services and psychiatric care at the Texas Civil Commitment Center in Littlefield, Texas. The RFQ seeks a contractor to provide comprehensive mental health services including psychiatric diagnostic interviews, psychosocial assessments, recovery-based treatment planning, psychotropic medication management, crisis services, case management, skills training, evidence-based counseling, court-ordered assessments, and discharge planning. Services must be delivered during business hours Monday through Friday, 8:00 a.m. to 5:00 p.m. Central Time, with crisis response capabilities available outside those hours. The pre-proposal conference was scheduled for January 13, 2026, with questions due by January 14, 2026 at 5:00 p.m. Central Time, and proposals due February 6, 2026 at 10:30 a.m. Central Time. The initial contract term covers two State Fiscal Years with potential extensions of up to three additional State Fiscal Years plus an extra 12 months for transition purposes, with an anticipated effective date of September 2026.
Compensation is structured on a cost-plus basis with a maximum profit margin of nine percent of actual direct costs, with historical compensation approximately $1,500,000 per State Fiscal Year. The HHSC makes no guarantee of volume or total compensation, and the contract is subject to appropriations and fund availability. Respondents must demonstrate financial solvency through audited financial statements from 2022-2024, obtain authorization to conduct business in Texas, and complete a HUB Subcontracting Plan. Minimum staffing requirements include one staff member per 25 clients with mandatory on-staff positions for a psychiatrist, registered nurse, licensed practitioner of healing arts, and qualified mental health professionals. Evaluation criteria weight qualifications and experience at 20 percent, staffing profile at 40 percent, and project work plan at 40 percent. This Exceptions exhibit allows respondents to propose deviations from solicitation terms; however, no exception will be considered part of any resulting contract unless expressly made part of the contract in writing by HHSC.
