About this file

This is an addendum document related to the Texas Health and Human Services Commission's (HHSC) Request for Qualifications (RFQ) for the Mental Health Services and Psychiatric Care Program at the Texas Civil Commitment Center in Littlefield, Texas. The RFQ seeks a qualified contractor to provide comprehensive mental health and psychiatric services including diagnostic interviews, psychosocial assessments, treatment planning, medication management, crisis intervention, case management, skills training, counseling, court-ordered assessments, and discharge planning. Services must be delivered during standard business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. Central Time) with 24/7 crisis response capabilities. A pre-proposal conference was scheduled for January 13, 2026, with written questions due by January 14, 2026 at 5:00 p.m. Central Time. Proposals are due February 6, 2026 at 10:30 a.m. Central Time. The initial contract term spans two State Fiscal Years with optional extensions up to three additional State Fiscal Years plus a 12-month transition period, with an anticipated effective date of September 2026. One contract award is expected pending HHSC executive commissioner approval.

Evaluation criteria weight qualifications and experience at 20 percent, staffing profile at 40 percent, and project work plan at 40 percent. Minimum staffing requirements mandate one staff member per 25 clients with mandatory positions including a psychiatrist, registered nurse, licensed practitioner of healing arts, and qualified mental health professionals. Compensation is structured on a cost-plus basis with a maximum profit margin of nine percent of actual direct costs, with historical annual compensation around $1,500,000 per State Fiscal Year. Respondents must provide audited financial statements from 2022-2024, authorization to conduct business in Texas, and a HUB Subcontracting Plan. The HHSC makes no guarantee of volume or total compensation, with the contract subject to appropriations and fund availability. Contractors must submit detailed monthly invoices, service reports, satisfaction surveys, census reports, cost reports, and clinical outcome reports along with required insurance documentation.
