The solicitation seeks a qualified contractor to deliver psychiatric diagnostic interviews, psychosocial assessments, recovery-based treatment planning, psychotropic medication management, crisis services, case management, skills training, evidence-based counseling, court-ordered assessments, and discharge planning services. Services must be provided during standard business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. Central Time) with crisis response capabilities available outside these hours. One contract award is expected, pending HHSC executive commissioner approval.

The contract is structured on a cost-plus basis with a maximum profit margin of nine percent (9%) of actual direct costs, with historical compensation approximately $1,500,000 per State Fiscal Year, though the HHSC makes no guarantee of volume or total compensation. Respondents must demonstrate financial solvency through audited financial statements from 2022-2024, obtain authorization to conduct business in Texas, and complete a HUB Subcontracting Plan. Minimum staffing requirements include one staff member per 25 clients with mandatory on-staff positions including a psychiatrist, registered nurse, licensed practitioner of healing arts, and qualified mental health professionals.
