About this opportunity
The County of Orange, California is soliciting proposals for Mass Care and Shelter services under RFP-017-2831606-JL, with proposals due September 11, 2026 at 2:00 p.m., and questions due August 24, 2026 at 2:00 p.m. This is a usage-based contract with no guaranteed minimum; the County invokes services only in anticipation of or response to declared disasters.
Respondents must demonstrate documented experience providing the requested services during a previously proclaimed disaster or possess an existing contract for similar services with a comparable government agency. The scope encompasses temporary housing, food and water distribution, hygiene support, medical shelter operations, behavioral health services, and long-term recovery assistance for disaster-displaced individuals and families, including accommodations for persons with disabilities and access and functional needs. Services span congregate care facilities to large-scale feeding operations and operate across multiple shelter types.
Compensation is unit-cost based, covering labor categories from shelter workers to specialized medical personnel, equipment and shelter structures (daily/weekly/monthly rates), consumables and per-person services, mobilization and demobilization, transportation, and pre-disaster training and exercises. The cost evaluation applies a standard scenario: 500 shelter residents, 14 days of activation, and 24/7 operations at a single site, scoring shelter worker general operations, standard adult meals, standard cots, and mobilization and demobilization. The contractor with the lowest evaluated cost receives 100 points; others score proportionally.
Evaluation consists of three phases: written response (500 points maximum), presentation or interview (400 points maximum), and cost proposal (100 points maximum). The County reserves the right to conduct interviews with highest-scored respondents within 15 calendar days of notification, request best and final offers, defer award for up to 180 days while maintaining quoted prices, and make multiple awards. The initial contract term is five calendar years from execution, subject to County Board of Supervisors approval. Respondents must obtain a valid D-U-N-S number and UEI number prior to award. Comprehensive insurance requirements include Commercial General Liability, Automobile Liability, Workers' Compensation, Employers Liability, Professional Liability, and Network Security & Privacy Liability. All proposals must be submitted electronically through the County's eProcurement Portal; facsimile and email submissions are not accepted.
