About this file
This is a Request for Proposal (RFP) issued by the County of Orange, California Executive Office - Procurement and Contract Services for Mass Care & Shelter services. The County seeks qualified contractors to provide comprehensive disaster response and emergency sheltering services, including temporary housing, food and water distribution, hygiene support, medical shelter operations, behavioral health services, and long-term recovery assistance for individuals and families displaced by natural or human-caused disasters. The RFP encompasses multiple shelter types ranging from congregate care facilities to large-scale feeding operations, with services designed to accommodate individuals with disabilities and access and functional needs. The solicitation was released on August 10, 2026, with a question submission deadline of August 24, 2026 at 2:00 PM and an RFP submittal closing date of September 11, 2026 at 2:00 PM. Responses must be submitted electronically via the County's eProcurement Portal. The contract is structured as a usage agreement with no guaranteed compensation; the County will only invoke services in anticipation of or response to disaster events. Contractors must demonstrate documented experience providing requested services during a previously proclaimed disaster or possess an existing contract for similar services with a comparable government agency.
Compensation will be reimbursed on a unit-cost basis according to rates established in the Cost Proposal (Attachment B), covering labor categories ranging from shelter workers to specialized medical personnel, equipment and shelter structures with daily/weekly/monthly rates, consumables and per-person services, mobilization and demobilization, transportation, and pre-disaster training and exercises. The evaluation process consists of three phases: written response scoring (500 points maximum), presentation/interview scoring (400 points maximum), and cost proposal evaluation (100 points maximum). Respondents must submit fully completed pricing tables for all line items, with the lowest total evaluated cost receiving maximum points and other responses receiving proportional scores. The County reserves the right to make multiple awards, conduct interviews with highest-scored respondents within fifteen calendar days of notification, request best and final offers, and defer contract award for up to 180 days while maintaining quoted prices. All contractors must obtain a valid D-U-N-S number and UEI number prior to contract award and must comply with applicable federal, state, and local laws including the Americans with Disabilities Act, California Environmental Quality Act, and FEMA Public Assistance documentation requirements. The contract will be subject to approval by the County Board of Supervisors.
