About this opportunity
The Texas Higher Education Coordinating Board (THECB) is requesting offers for managed services in college and career advising under RFO 781-6-CB-20, with proposals due October 23, 2026. A HUB (Historically Underutilized Businesses) Subcontracting Plan is mandatory; respondents must complete one of four pathways: award all subcontracting work exclusively to Texas certified HUBs, demonstrate good faith effort by meeting or exceeding the agency-specified HUB goal with identified HUB subcontractors, demonstrate good faith effort through outreach to three or more HUBs and two or more trade organizations if the goal cannot be met, or declare no subcontracting with self-performance justification.
The scope encompasses college and career advising services, career exploration support, college preparation assistance, and related student support activities. Key personnel assigned to the contract must be qualified and approved by THECB, with written notice required prior to any substitutions. The contractor must provide a personnel list at contract execution and every six months thereafter, with prompt written notification of staffing changes including names, titles, and qualifications.
The contract term begins upon execution with a specified end date and potential extensions by written mutual agreement. Funding derives from educational appropriations and state resources allocated to career and college readiness initiatives. The contractor must maintain workers' compensation, commercial general liability, and umbrella liability insurance issued by companies with A.M. Best ratings of "A" or better, and retain records for a minimum of seven years from contract completion or final payment.
Respondents must complete and submit Attachment B (Execution of Proposal), Attachment A (Conflict of Interest Disclosure Statement), Attachment D (Certificate of Interested Parties Form), and Attachment E (HUB Subcontracting Plan). The contract is subject to Texas Family Code 231.006(c) disclosure of ownership interests, Texas Government Code 669.003 restrictions on employment of former state agency executive heads, E-Verify utilization, drug-free workplace maintenance, and accessibility requirements. Respondents may identify applicable statutory preferences for products from persons with disabilities, energy-efficient products, Texas and U.S. products, recycled materials, and products from economically depressed areas.
