About this opportunity
This procurement has been cancelled. The Maryland Aviation Administration issued Addendum No. 12 on March 5, 2026, cancelling solicitation MAA-CO-26-001/MAA-MC-26-014 in its entirety, effective immediately, determining that amendments of such magnitude warranted a new solicitation rather than continuation under the existing RFP.
The cancelled solicitation covered design, installation, and support of airport data, information display, and management systems at Baltimore/Washington International Thurgood Marshall Airport. The scope encompassed Electronic Video Information Display Systems (EVIDS) for public-facing flight, gate, baggage, and wayfinding displays; an Airport Operational Database (AODB) for centralized airport and airline operations; and an Airport Resource Management System (RMS) for common-use resource allocation. The construction contract (MAA-CO-26-001) carried a 515-calendar-day completion timeline; the maintenance contract (MAA-MC-26-014) ran five years from substantial completion with two optional two-year renewals. A 7% overall MBE subcontractor participation goal applied to the construction component; the maintenance component carried 0% MBE requirements. Personnel working in secured areas required TSA identification badges following FBI Criminal History Records checks.
The construction contract specified liquidated damages of $635.00 per calendar day for delay; the maintenance contract assessed $14.00 per hour for High Priority Incidents and $27.00 per hour for Critical Priority Incidents for failure to respond or restore service. A proposal guaranty of 5% was required for bids exceeding $100,000. Award was to be made within 120 days of bid opening to the responsible offeror offering the most advantageous proposal, with technical factors weighted more heavily than price. The most recent proposal deadline, per Addendum No. 11, was March 12, 2026 at 1:00 p.m. via eMMA; however, Addendum No. 12 superseded all prior materials. A mandatory pre-proposal conference occurred October 23, 2025, with 63 attendees; a mandatory site inspection was scheduled for October 23, 2025. Monica Queen, MAA Procurement Officer, managed the solicitation at 410-859-7004 or mqueen6@bwiairport.com.
