About this file

This is Addendum No. 1 to the Request for Proposal issued by the Maryland Aviation Administration (MAA) for Contract No. MAA-CO-26-001, which addresses the design, installation, and support of airport data, information display, and management systems at Baltimore/Washington International Thurgood Marshall Airport. The addendum, dated October 21, 2025, modifies the original proposal documents dated October 16, 2025, and requires all bidders to acknowledge receipt and incorporate the addendum into their proposals. A mandatory pre-proposal site inspection has been rescheduled to October 28, 2025, from 9:00 a.m. to 12:00 p.m. local time, with attendance requiring advance registration by 9:00 a.m. on October 27, 2025. Interested offerors must submit the revised Site Inspection Response Form via email to the Procurement Officer at Mqueen6@bwiairport.com, providing attendee information including full names, dates of birth, and phone numbers. The proposal submission deadline is December 3, 2025, at 1:00 p.m. local time via the eMMA portal (https://emma.maryland.gov), with bid opening scheduled for December 3, 2025, at 1:05 p.m. local time, also via eMMA.

The addendum emphasizes that the selected contractor will be responsible for system design as part of the construction contract, with the MAA providing only supplemental drawings rather than comprehensive design documents. Prospective offerors must gather all necessary field information during the site inspection, as additional escorted visits to the secure side of the facility will not be provided prior to bid submission. The addendum includes a comprehensive proposal requirements checklist that mandates inclusion of technical proposals, evaluation criteria responses, technical specification compliance forms, energy use analysis forms, confidentiality statements, conflict of interest affidavits, bid/proposal affidavits, separate Minority Business Enterprise (MBE) forms for both construction and maintenance contracts, living wage affidavits, financial responsibility documentation, price proposals, proposal bonds, and bid/proposal forms. Failure to provide all required materials will result in a proposal being deemed non-responsive.
